Real Freedom Is Freedom From High Food Prices, Defending What Is Ours – Lee
June 12, 2024 Real Freedom Is Freedom From High Food Prices, Defending What Is Ours – Lee AGRI Party-list Rep. Wilbert Manoy “Wise” T. Lee on Wednesday said that real freedom lies on the ability to buy food at lower prices and maximize our country’s natural resources for the benefit of Filipinos. Attending the 126th Independence Day Celebration in Cebu City, Lee stressed that “while we celebrate the triumph forged by our heroes who fought and liberated us from foreign invaders, we must free Filipinos from perennial problems and sufferings.” Aside from supporting our “food security soldiers” to address inflation, Lee underscored the importance of protecting and maximizing our natural resources especially amid reports of new artificial islands being built by Vietnam at the Spratly Islands and China’s recurring aggressions in the West Philippine Sea (WPS). “Kung agrisibo ang ibang bansa, dapat mas agrisibo tayo sa pag-develop at pagtatanggol ng ating teritoryo, para sa kapakinabangan ng ating local food producers at consumers,” he said. “We need to step up our game and defend what is ours. Let us prioritize the development of our natural resources to increase our fishery output, address our energy problem and provide more jobs to many Filipinos,” the solon from Bicol added. Lee is the principal author of House Bill No. 9011 or the “Fishing Shelters and Ports Act” which aims to establish fishing shelters and ports in nine occupied maritime features in the WPS and Philippine Rise. Under the said measure, the fishing shelters and ports shall be established in the islands of Lawak, Kota, Likas, Pag-asa, Parola, Panata, Patag, Rizal Reef and Ayungin Shoal. This poses a threat not only to Filipino livelihoods but also to Filipino lives. With less food production, consumers bear the brunt of high prices of goods,” the lawmaker pointed out. With an optimistic note, Lee challenged Filipinos that this year’s Independence Day is “a reminder to all of us of what we truly deserve.” “We deserve better so we should demand better. As we rekindle the spirit of what our heroes fought for over a century ago, let us be firm to fight for a just, inclusive, and compassionate society,” he said. Optimize PH Carabao Center To Boost Dairy Industry – Lee
June 6, 2024 Optimize PH Carabao Center To Boost Dairy Industry – Lee AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday said that optimizing the Philippine Carabao Center (PCC) by increasing its budget and upgrading its research and innovation, will help revive the dairy industry post-El Niño. This, after the National Dairy Authority (NDA) sought P2.5 billion budget to support the procurement of at least 5,000 imported cattle and setting up of laboratory facilities in its six regional offices to boost the country’s local milk production. Lee, who just came recently from a 2-day visit in multiple towns and cities in Bulacan including San Jose del Monte, Sta. Maria, Bocaue, Pandi, Meycauayan, Guiguinto, Malolos, Plaridel and Calumpit, said, “We support the goal of the NDA to increase the dairy production and develop our local dairy industry. The Bicolano lawmaker said aside from procuring cattle, research and development on carabaos also need to be boosted. “Research and innovation on both cattle and carabaos are vital to ensuring the dairy industry continues to improve practices and minimize impacts of extreme weather conditions while improving milk production,” he said. “Sa ngayon halos P89 million lang ang nakalaan para sa Research and Development ng National Carabao Development Program ng PCC at P274 million naman para sa kanilang Herd Build-up of Genetically-Improved Dairy Buffalos. Dapat madagdagan ang suporta natin dito, ” he added. “Carabaos are hardy, low-maintenance animals. They can thrive on local grasses and do not need expensive feeds, making them well-suited for small-scale farmers. Apart from their agricultural use, carabaos also provide milk,” he further said. The Herd Build-up program is set to bolster local dairy stocks and local milk production through a series of strategic initiatives. Additional funds will facilitate the procurement of new dairy buffalos, enhance local production at PCC-operated nucleus dairy buffalo farms and agistment farms. It will also provide essential breeding services to Farmers Cooperative and Associations (FCA) partners and dairy buffalo health and nutritional services. More funding will also help enhance and develop dairy buffalo farms and other dairy buffalo facilities of the PCC According to Dairy Confederation of the Philippines, there are currently 2.6 million cows in the country but only 27,000 are used for dairy. On the other hand, there are 2.8 million carabaos but only 19,000 are dairy types. Halimbawa, we cannot afford to import cattles used for dairy without proper acclimatization facility, dahil kung wala nito, marami talagang mamamatay pagka-import. We deserve better and it is our right to demand better services and demand more opportunities in our country.” “Winner Tayo Lahat sa pagpapaunlad sa bawat sektor at industriya na lumilikha ng tiyak at karagdagang trabaho, sa pagsusulong ng dagdag na kita, sapat, abot-kaya at masustansyang pagkain sa bawat pamilya, at pagkakaroon ng kapanatagan ng loob na magkasakit man, hindi malulubog sa hirap at utang dahil sa patas at mapagmalasakit na serbisyong pangkalusugan,” Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Expanding Agarwood Industry To Create 30,000 Jobs, Additional Income For Farmers — Lee
May 21, 2024 Expanding Agarwood Industry To Create 30,000 Jobs, Additional Income For Farmers — Lee AGRI Party-list Rep. Wilbert “Wise” T. Lee has filed a measure to liberalize and expand opportunities in Agarwood industry that will not only increase the income of farmers, but also has the potential to create up to 30,000 jobs and livelihood in the country. According to Lee, principal author of House Bill No. 10320 or the “Agarwood Industry Development Act”, “Our countrymen deserve to be given more opportunities to venture into such a high-value industry and to compete globally.” Mula sa seedlings hanggang sa pagiging puno, lahat may pakinabang,” said the solon from Bicol. “Its seedlings alone can generate income of thousands of pesos per month. If maximized, it could also generate opportunities up to approximately 20,000 to 30,000 jobs directly and indirectly, including roles in cultivation, harvesting, processing, marketing, and sales,” he added. Agarwood, locally known as “lapnisan,” is a high-value tree known for its distinctive fragrance which is commonly sourced from Aquilaria. This forest product is used as a material for incense, perfume, and medicine. Reportedly, price of Agarwood per kilo ranges from P24,000 to P53 million, depending on quality. Being classified as a threatened plant and endangered species, the government highly regulates its trade and commercialization to protect it from further extinction. “Currently, we have regulations for farmed Aquilaria, those which are cultivated for trade. But with the promising profits from a sustainable Agarwood industry which can generate jobs and livelihood across the country and contribute to the Philippine economy, the government must optimize the industry by allowing more Filipinos to venture into it while ensuring protection of our natural resources to avoid exploitation,” Lee pointed out. Under HB 10320, the Agarwood Industry Authority (AIA) shall be created to promote and provide direction for farming, propagation, harvesting, trading, commercialization, development, and sustainability of Aquilaria. It will also institutionalize the Agarwood Research Office (ARO) which will lead in conducting extensive research on the value chain and best practices in cultivation of Aquilaria to guide our farmers to maximize its benefits. And to prevent proliferation of poaching Agarwood species, the said measure will also establish the Aquilaria Registration Office which will facilitate the registration of Aquilaria farms and trees, nursery farm permit, and report of harvest and trade to keep a consolidated record of data of all value chains of Aquilaria in the Philippines. “Kasabay ng pag-commercialize, dapat may malinaw na patakaran o sistema ng pagpaparehistro nito para ma-monitor ang mga legally at illegally acquired Agarwood, upang maiwasan ang pag-abuso at paglapastangan sa kalikasan,” Lee said recalling the poaching incident of Agarwood species reported in Aklan last December 2023 where 10 persons in possession of 1.35 kilograms of Agarwood worth P216,000, were apprehended by the Department of Environment and Natural Resources (DENR). The Filipinos deserve better services to ease their plight so we will continue demanding just policies to boost opportunities,” Lee remarked. Amid Agri Products Wastage, Lee Calls For Strengthening Agri Value-Chain, Market Linkages To Ensure Farmers’ Profit
May 16, 2024 Amid Agri Products Wastage, Lee Calls For Strengthening Agri Value-Chain, Market Linkages To Ensure Farmers’ Profit “Sayang na naman. Paulit-ulit na lang.” This was how AGRI Party-list Rep. Wilbert “Wise” T. Lee lamented the recent news of Isabela farmers dumping thousands of kilos of unsold mangoes due to the very low price being offered by middlemen and wholesalers. Walang naiiwan sa kanila, kung meron man, utang,” he added. According to the Bicolano lawmaker, this has become the grim reality of Filipino farmers and it is an injustice to sit idly while these problems persist. The solon from Bicol then reiterated his call to strategize and strengthen the country’s agri value chain to avoid wastage or losses along the process. He also underscored the importance of providing market linkages to facilitate the selling of agri products and ensure the income of farmers. “When we reviewed the 2024 DA budget, P55.97 billion was allotted for pre-harvest activities, while the allocated budget for post-harvest activities is just P16.40 billion,” Lee pointed out. We are not saying that we need to cut the budget for pre-harvest activities dahil mahalaga rin ito para mapataas ang produksyon. Lee renewed his call for the urgent passage of his proposed House Bill No. 3958 or the “Post-Harvest Facilities Support Act”, which mandates the government to fund the construction of warehouses, cold storages, rice mills, transport facilities, dryers, and threshers, among others. He also pushed for the passage of HB No. 3957 or the “Kadiwa Agri-Food Terminal Act” to scale up and institutionalize Kadiwa stores in every city and municipality which serve as a venue for farmers and fisherfolk to sell produce directly to consumers at cheaper prices, liberating them from the control of unscrupulous traders and middlemen. Filipino farmers deserve better and we must demand better services for them, our food security soldiers,” he added. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Lee Welcomes NFA’s Higher Palay Buying Price, Bats For Cheaper Rice Act
May 14, 2024 Lee Welcomes NFA’s Higher Palay Buying Price, Bats For Cheaper Rice Act AGRI Party-list Rep. Wilbert “Wise” T. Lee lauded the recent approval of the National Food Authority (NFA) Council to buy local palay for a higher price to beef up the country’s rice buffer stock. According to the NFA Council, the approved increase in the procurement price of rice will give them flexibility to compete with private traders and help rice farmers boost their income. The NFA buying price now for dry and clean local palay is P23 to P30 per kilo from the previous P19 to P23 per kilo, while wet and fresh palay will be purchased at P17 to P23 a kilo from P16 to P19 per kilo. “The administration’s measure to boost the country’s rice buffer stock by buying local palay at a higher price is what the farmers—our food security soldiers—need now more than ever as they struggle with the effects of El Niño and low income. Spending more to boost their productivity is the right way to go,” Lee said. Agriculture Secretary Francisco Tiu Laurel Jr. underscored the importance of increasing the buying price for palay, saying “we need to ensure that our farmers make money to encourage them to continue planting and even expand the area planted to rice.” The Bicolano lawmaker then reiterated his call for the urgent passage of his proposed House Bill No. 9020 or the “Cheaper Rice Act” which will institutionalize the “price subsidy” program for the government to buy palay from local farmers at a higher price to ensure their profit and entice them to boost their production. Lee added that this legislation will also address the concerns that farmers are forced to sell their land because they are not earning. “Through this measure, the country will have sufficient supply of rice and we will not rely solely on imports,” Lee further stressed referring to the United States Department of Agriculture’s (USDA) projected rice importation by the Philippines at 3.9 million metric tons (MT) this year, following “strong recent purchases from Vietnam.” Amending RTL Only A Start, Cleansing Of NFA Crucial To Bringing Down The Price Of Rice – Lee
May 9, 2024 Amending RTL Only A Start, Cleansing Of NFA Crucial To Bringing Down The Price Of Rice – Lee AGRI Party-list Rep. Wilbert “Wise” T. Lee lauded the approval of the proposed amendments to Republic Act No. 11203 or the Rice Tariffication Law (RTL) by the House Committee on Agriculture and Food, but also reiterated the need to purge corrupt officials in the National Food Authority (NFA) to lower the price of rice. According to the Bicolano lawmaker, restoring the NFA power to sell cheaper rice in the market would significantly drive down the retail prices of the staple food to as low as P37 per kilo. As to the increasing the budget allocation for farm machinery and equipment to be sourced from the Rice Competitiveness Enhancement Fund (RCEF), Lee reiterated that this would greatly help more farmers and fisherfolk if the Department of Agriculture (DA) and Philippine Center for Postharvest Development and Mechanization (PhilMech) continue to commit in simplifying and streamlining its requirements to avail of these machineries that he persistently pushed for. Our local food producers and consumers deserve better, so we must demand for better services and implementation of our laws to help them improved their plight,” Lee said. The RTL was signed into law in 2019 supposedly to reduce the price of rice and help farmers who would be hurt by the removal of quantitative restrictions – or a ceiling on the volume – on imported rice. The quantitative restrictions were replaced by tariffs of 35% to 40%. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Lee Raises Alarm Over Inconsistent El Niño Damage Data From DA, NDRRMC
May 5, 2024 Lee Raises Alarm Over Inconsistent El Niño Damage Data From DA, NDRRMC AGRI Party-list Rep. Wilbert “Wise” T. Lee has underscored the importance of consistent and accurate government figures being reported on agricultural damage due to El Niño, particularly data from the Department of Agriculture (DA) and the National Disaster Risk Reduction and Management Council (NDRRMC). According to the DA, the blistering temperatures brought about by the El Niño have caused P5.9 billion in damage to the agricultural sector, affecting 113,585 farmers and fisherfolk in 12 regions in the country and devastating a total of 104,402 hectares of agricultural areas. The latest report from the NDRRMC, meanwhile, shows 46,805 farmers and fisherfolk affected by the extreme heat, with 44,437 hectares of crops impacted for a total of more than P1.6 billion in agricultural damage. “The appropriate mitigation and response to El Niño is dependent on accurate data, especially since this is the basis for the assistance being given by the government to those affected by the phenomenon. How much will be given to how many is reliant on the reports being published kaya sana po ay magkaroon ng maayos na komunikasyon sa pagitan ng mga ahensiya ng gobyerno na nag-a-assess at naglalabas ng mga ganitong datos,” the Bicolano lawmaker stressed. According to the DA, it has so far provided at least P2.18 billion worth of assistance to El Niño devastated farmers and fisherfolk. The agency said that its regional offices have provided production support worth P658.22 million and P1.06 billion financial assistance to rice farmers in Cagayan Valley and Mimaropa. “We deserve better, and we must demand better for efficient and swift services. Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee
May 1, 2024 Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee In the House deliberations on amending Republic Act No. 11023 or the Rice Tariffication Law (RTL), AGRI Party-list Rep. Wilbert “Wise” T. Lee has reiterated his call to restore the National Food Authority’s (NFA) power to buy palay from local farmers which would be sold at a cheaper price in the market for as low as P37 per kilo. According to Lee, if NFA were allowed to buy local palay and sell it to the public, it might result in P37 to P40 per kilo in the market, from the current P51 to P57 per kilo. The enactment of the RTL in 2019 prohibited the NFA from directly selling rice stocks to the market and limited its function to storing buffer stocks for calamities. During the recent briefing at the House Committee on Agriculture and Food, the Department of Agriculture (DA) expressed its commitment to study the proposal to restore the NFA power to sell cheaper rice to the public. The DA likewise proposed reallocation of the Rice Competitiveness Enhancement Fund (RCEF) as follows: 55% from 50% for farm machinery and equipment, retain 30% for Rice Seed Development, and 5% new allotment for the Soil Health Improvement, among others. Lee, who filed House Resolution No. 1636 to scrutinize the impact of RCEF, welcomed these proposed amendments underscoring that the increased allocation for farm machinery and equipment to be implemented by the Philippine Center for Postharvest Development and Mechanization (PhilMech) will greatly benefit the productivity of local rice farmers. While Lee recognizes the high utilization rate of the RCEF Mechanization Program, he pointed out that there must be a proactive effort in supporting potential beneficiaries who cannot comply with the requirements due to the lack of resources such as the capacity to construct warehouses. Kaya let us demand better.” Amid Ballooning Agri Losses From El Niño, Lee Urges Gov’t To Bolster Mitigation Effort, Prepare For La Niña
April 25, 2024 Amid Ballooning Agri Losses From El Niño, Lee Urges Gov’t To Bolster Mitigation Effort, Prepare For La Niña With agricultural damage due to El Niño nearly at a staggering P4 billion, AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the government to bolster efforts in mitigating impacts of El Niño, and prepare for the looming La Niña projected by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in June to August this year. Lee noted that the World Bank, in its 2019 study entitled “Striking a Balance: Managing El Niño and La Niña in Philippines’ Agriculture”, had already laid out policy recommendations for the government to follow in order to reduce El Niño and La Niña-related losses. These recommendations are divided into two groups: preparedness and resilience. Preparedness, according to the World Bank, are measures specifically geared toward El Niño and should, ideally, be in place before the next El Niño event occurs. These actions will significantly empower people to cope, respond, and recover from damaging El Niño events. Resilience, on the other hand, are measures that are not specifically tailored to El Niño, but that will build individuals’ and organizations’ ability to adapt to multiple forms of risks and shocks without compromising long-term development. According to the Bicolano lawmaker, the World Bank made several high priority recommendations for preparedness, including preparing response measures when El Niño-related events occur; correcting inefficiencies within the Roadmap to Address the Impact of El Niño (RAIN) and the El Niño Task Force; harnessing rebound from La Niña; assessing El Niño-related slow onset disasters and government responses; preparing detailed El Niño risk and vulnerability maps; improving El Niño-forecasting and dissemination; strengthening the early warning capacity of government agencies; strengthening Local Government Units’ (LGUs) capacity to deliver aid and services and prepare for El Niño events; and provide contingency and preparedness funding for El Niño events. “For resilience, the World Bank recommended that we sustain and scale up good practices, including identifying Philippine best practices on El Niño-related themes, and scaling up human and resource capacity,” Lee pointed out. “The path has been laid out for us by experts, all we need is to follow it,” he added. According to the Department of Agriculture (DA), damage to the agriculture sector due to El Niño has already reached P3.94 billion, covering more than 66,000 hectares and almost 74,000 farmers and fisherfolk. Citing reports from the Department of Science and Technology (DOST), Lee, who hails from Bicol, said a total of P267,390,512 in agricultural losses was reported in Albay on April 11, following the declaration of a state of calamity in the previous month. Albay is only one of the 103 areas in the country under state of calamity due to El Niño. Lee said. More Support To Local Food Producers Is Long-Term Solution To Inflation – Lee
April 23, 2024 More Support To Local Food Producers Is Long-Term Solution To Inflation – Lee AGRI Party-list Rep. Wilbert “Wise” T. Lee said on Tuesday that the government should provide more support to farmers and fisherfolk to boost local production and effectively address inflation. The Bicolano lawmaker underscored that local food producers deserve better services from the government which should be an enabler to achieve food security and cheaper basic commodities. Lee made the statement after President Ferdinand “Bongbong” Marcos Jr. issued Administrative Order (AO) No. 20 to streamline administrative procedures and policies on the importation of agricultural products and remove non-tariff barriers in a bid to secure food supply and alleviate rising domestic prices. Inflation rate in the country rose to 3.7% in March from the previous month’s 3.4% with food inflation as the main contributor to the overall inflation. The Bicolano lawmaker reiterated that the government must aggressively address factors contributing to food inflation to curb rising prices of basic goods. “As our food security soldiers, let us demand better for our farmers and fisherfolk. Addressing their needs will help them boost their production that will result to lower food prices. Lee also pointed out that importation should only come should the need arises and not be the sole solution to increasing domestic prices saying, “We haven’t even fully maximized efforts to boost our local productivity, yet we are always drawn to importation.”
