Lee To DA: Help Farmers, Fisherfolk Register To RSBSA To Avail Fuel Subsidy

April 18, 2024 Lee To DA: Help Farmers, Fisherfolk Register To RSBSA To Avail Fuel Subsidy Amid the continuing increase in the prices of petroleum products, AGRI Party-list Rep. Wilbert “Wise” T. Lee has urged the Department of Agriculture (DA) to assist farmers and fisherfolk in registering in the Registry System for the Basic Sectors in Agriculture (RSBSA) in order to avail of the agency’s fuel subsidy. The DA recently announced it has allocated P500 million to provide a one-time P3,000 fuel subsidy for farmers and fishers who have their machinery and boats registered. The latter should have boats not exceeding three metric tons in order to qualify. Diesel prices increased by P0.95 per liter this week while gasoline rose by P0.40 per liter. Oil firms raised pump prices last week by P1.10 per liter for gasoline, P1.55 for diesel, and P1.40 for kerosene. The Bicolano lawmaker appealed to the DA to give time for farmers and fishers to register their equipment as the department finalizes its guidelines for the subsidy. Lee also urged the DA to consider giving another round of fuel subsidy in the second half of the year if fuel prices continue to soar. During the past budget deliberations in Congress, Lee persistently called on the House leadership to provide additional budget to update and streamline the effectivity of RSBSA and for the swift delivery of fuel subsidies to farmers and fishermen. Lee Welcomes NFA’s Higher Palay Buying Price, Bats For Cheaper Rice Act

April 14, 2024 Lee Welcomes NFA’s Higher Palay Buying Price, Bats For Cheaper Rice Act AGRI Party-list Rep. Wilbert “Wise” T. Lee lauded the recent approval of the National Food Authority (NFA) Council to buy local palay for a higher price to beef up the country’s rice buffer stock. According to the NFA Council, the approved increase in the procurement price of rice will give them flexibility to compete with private traders and help rice farmers boost their income. The NFA buying price now for dry and clean local palay is P23 to P30 per kilo from the previous P19 to P23 per kilo, while wet and fresh palay will be purchased at P17 to P23 a kilo from P16 to P19 per kilo. “The administration’s measure to boost the country’s rice buffer stock by buying local palay at a higher price is what the farmers—our food security soldiers—need now more than ever as they struggle with the effects of El Niño and low income. Spending more to boost their productivity is the right way to go,” Lee said. Agriculture Secretary Francisco Tiu Laurel Jr. underscored the importance of increasing the buying price for palay, saying “we need to ensure that our farmers make money to encourage them to continue planting and even expand the area planted to rice.” The Bicolano lawmaker then reiterated his call for the urgent passage of his proposed House Bill No. 9020 or the “Cheaper Rice Act” which will institutionalize the “price subsidy” program for the government to buy palay from local farmers at a higher price to ensure their profit and entice them to boost their production. Lee added that this legislation will also address the concerns that farmers are forced to sell their land because they are not earning. “Through this measure, the country will have sufficient supply of rice and we will not rely solely on imports,” Lee further stressed referring to the United States Department of Agriculture’s (USDA) projected rice importation by the Philippines at 3.9 million metric tons (MT) this year, following “strong recent purchases from Vietnam.” Lee To DA: Ready QRF For Drought-Hit Areas

April 11, 2024 Lee To DA: Ready QRF For Drought-Hit Areas The Department of Agriculture (DA) should anticipate more areas in the country to be declared under a state of calamity due to drought and ready its Quick Response Fund (QRF) under this year’s calamity funds so that it can be immediately tapped and released to aid drought-hit farmers, AGRI Party-list Rep. Wilbert “Wise” T. Lee said. This, as the local government of San Enrique town in Negros Occidental declared the municipality under a state of calamity following weeks of rising temperatures, dry weather conditions, and lack of rainfall.  The town’s mayor says 90 percent of the town’s rice fields have already dried up and farmers couldn’t start replanting due to the unfavorable weather conditions. San Enrique is home to some 26,000 people and is one of the top rice-producing towns in Negros Occidental. A large chunk of the town’s 2,884.75-hectare land area are rice farms. About 20 local government units (LGUs) have declared a state of calamity due to the impact of El Niño. The Bicolano lawmaker also asked the DA and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to coordinate for possible cloud-seeding operations over major farm areas in the country to cushion the detrimental effects of the El Niño. The on-going dry spell is expected in the Philippines to persist until May. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Pagamutan Hindi Piitan! Lee Seeks Probe To Stop Palit-Ulo In Hospitals

April 7, 2024 Pagamutan Hindi Piitan! Lee Seeks Probe To Stop Palit-Ulo In Hospitals AGRI Party-list Rep. Wilbert “Wise” T. Lee has filed a measure which seeks to probe the alleged hospital detention of relatives of the deceased patients as well as the refusal to release death certificates and other relevant medical documents due to unsettled bills of the patient, forcing those involved to find another person to replace them in the hospital before they are allowed to leave its premises—a scheme known as “palit-ulo”.  Lee filed House Resolution No. 1674 after the reported complaints against ACE (Allied Care Experts) Medical Center, which allegedly held in detention the relatives of deceased patients and refused to provide death certificate, unless replaced by another person or until their hospital dues were settled. In the said Resolution, Lee recounted the experiences of reported “palit-ulo” victims in the said hospital, such as Richel Mae Alvaro who was barred from leaving its premises due to her husband’s unsettled bill. Alvaro was still under illegal detention even after the remains of her husband were already taken out of the hospital.  Lovery Magtangob, on the other hand, was allegedly asked to stay at the Office of Safety Officer while waiting for her brother to settle the bill of their relative. Magtangob said she was released only after paying a partial payment of their unsettled bill.  According to the Bicolano lawmaker, hospitals that practice “palit-ulo” scheme are criminally liable for Serious Illegal Detention and Slight Illegal Detention under the Revised Penal Code.  “Acquiring unsettled hospital bills is not a criminal offense under our laws, and the same is also not an ailment requiring compulsory confinement of the patient in a hospital. Lee said.  Through HR 1674, Lee underscored the importance of identifying any loopholes in the existing policies regarding the rights of patients, their relatives, and visitors, and the rights of hospitals and medical clinics over unsettled bills of patients, as well as exacting accountability to those who are involved in the illegal detention. The solon also pointed out that the “palit-ulo” scheme is proof that there is an alarming gap and perennial problems in our healthcare system that needs to be addressed with appropriate measures. “Lahat tayo, may karapatang mabuhay. Lee, a staunch health advocate, persistently pushed for the 30% increase in Philippine Health Insurance Corporation (PhilHealth) benefits which took effect on February 14. The solon also advocated for unlimited coverage for dialysis, cancer treatment, heart bypass surgery, and other diagnostic tests and preventive measures, as well as the effective implementation of the No Balance Billing policy so that patients and their families won’t be burdened by high medical expenses. Lee To DA: Help Reduce Diabetes In PH By Mainstreaming Low-GI, High-Protein Rice

April 5, 2024 Lee To DA: Help Reduce Diabetes In PH By Mainstreaming Low-GI, High-Protein Rice AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture (DA) to partner with the International Rice Research Institute (IRRI) to hasten the release of ultra-low glycemic index (GI) and protein-rich variety of rice to Filipino farmers. Lee said mainstreaming the production of this variety of rice would greatly aid in the reduction of diabetes mellitus cases in the country. Based on the latest data from the International Diabetes Federation of which the Philippine College of Endocrinology, Diabetes and Metabolism is a member, out of a total adult population of 66,754,400 in the Philippines in 2021, there were a total of 4,303,899 cases of diabetes recorded, equivalent to 6.44 percent. Further, in 2023, deaths in the Philippines due to diabetes mellitus were recorded at 14,416 cases, or 6.2 percent share, making it the fourth leading cause of death in the country. The IRRI aims to introduce the ultra-low GI, high protein rice variety by 2025. The research institute said the multi-location trial for this has already been started in more than 10 provinces nationwide. Glycemic index is a ranking of carbohydrate-containing foods based on how slowly or quickly they are digested and increase blood glucose levels, with pure sugar having a score of 100. The IRRI said it expects more rice farmers to cultivate this variety once the trials determine the target market. According to IRRI scientists, the price of ultra-low GI, high protein rice will be the same as the normal rice available in the markets. Lee, a staunch health advocate, persistently pushed for the 30% increase in Philippine Health Insurance Corporation (PhilHealth) benefits which took effect on February 14. The solon also urged PhilHealth to provide unlimited coverage for cancer treatment, heart bypass surgery, and other diagnostic tests and preventive measures, as well as the effective implementation of the No Balance Billing policy to lessen the out-of-pocket medical expenses of patients and their families. Lee To DA: Invest In Research On Climate-Resilient Crop Varieties

March 24, 2024 Lee To DA: Invest In Research On Climate-Resilient Crop Varieties AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture (DA) to focus on the development of climate-resilient varieties of major crops to mitigate the impact of future occurrences of the El Niño phenomenon. This, as the DA announced that agricultural damage caused by the intensifying El Niño has already reached ₱1.75 billion, covering more than 32,000 hectares of farm lands and displacing almost 30,000 farmers. We just need to adopt and build on this technology in order for our farmers to benefit from it,” he added. The IRRI has developed drought-tolerant rice varieties which have been released in several countries including Sahbhagi Dhan in India, the Sahod Ulan in the Philippines, and the Sookha Dhan varieties in Nepal. The IRRI is also currently studying flood-tolerant rice varieties which have been released and are now being planted in various areas including Swarna Sub1 in India, Samba Mahsuri in Bangladesh, and IR64-Sub1 in the Philippines. I suggest we propose a knowledge exchange of sorts para mapakinabangan nila ang pag-aaral natin sa palay at makuha naman natin ang teknolohiya nila sa mais,” the Bicolano lawmaker said. DT corn varieties became available to US farmers between 2011 and 2013 after decades of research on drought tolerance by crop breeders and plant scientists. “We need to utilize and maximize all available agricultural technologies so as to make our farmers—our food security soldiers—more resilient to climate change,” the solon said. At kapag natiyak natin ang food security, siguradong Winner Tayo Lahat ,” he added. The DA earlier announced that eight regions in the Philippines were most affected by the El Niño: Ilocos, Cagayan Valley, Central Luzon, Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon), Mimaropa (Mindoro, Marinduque, Romblon and Palawan), Western Visayas, Zamboanga Peninsula, and Soccsksargen. Most affected was Mimaropa, which incurred P770 million damage to agriculture, followed by Western Visayas with ₱560 million; Cagayan Valley, ₱180 million; Central Luzon, ₱158 million; Ilocos, ₱54 million; Zamboanga peninsula, ₱13 million; Calabarzon, ₱7 million, and Soccsksargen, ₱2 million.  Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Lee Lauds High RCEF Utilization, Asks PhilMech To Provide More Post-Harvest Equipment

March 12, 2024 Lee Lauds High RCEF Utilization, Asks PhilMech To Provide More Post-Harvest Equipment AGRI Party-list Rep. Wilbert “Wise” T. Lee lauded the high utilization rate of the Rice Competitiveness Enhancement Fund’s (RCEF) Mechanization Program. The Bicolano lawmaker was reacting to the Philippine Center for Postharvest Development and Mechanization’s (PhilMech) report of a 91.6 percent delivery rate for the machines procured under the RCEF. Data from the Department of Budget and Management (DBM) revealed that the RCEF’s utilization in 2019 was a mere 36.54 percent. It improved to 86.45 percent in 2020, but slipped to 80 percent in 2021 and further declined to 76.16 percent in 2022. The PhilMech attributed the RCEF’s low utilization levels to delays in the initial disbursements. The agency said it has already obligated ₱24.9 billion for the procurement of agricultural equipment and has distributed 28,817 pieces of farm equipment including 14,713 land preparation machines; 4,284 crop establishment technologies; 8,210 harvesting and threshing equipment; 768 drying technologies, and 842 milling equipment. The RCEF is a six-year allocation of ₱10 billion anually starting 2019, granted under Republic Act No. 11203 or the “Rice Tariffication Law.” It is meant to improve rice farmers’ competitiveness amid the liberalized rice trade policy. PhilMech is the implementing agency for the RCEF’s farm mechanization component. The program gets ₱5 billion of the annual RCEF.  Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Cleanse NFA Of Corrupt Officials, Lee Urges PBBM

March 6, 2024 Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion

February 28, 2024 Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. Responsibilidad din ng DENR na ibalik ang mga ito sa pagiging mangrove forests,” he added as he called for the full implementation of the law. Lee undercored the need to tighten the implementation of laws and policies, stressing that “We already have the law in place, kailangan lang ang maayos at seryosong pagpapatupad nito.” The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers!

February 21, 2024 Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers! AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture to provide additional support for local farmers, such as onion producers, to increase their income and lower the price of goods, so that consumers won’t prefer cheaper illegally-sourced products online. Lee was reacting to the proliferation of smuggled onions being sold online, some for as low as ₱25 per kilogram, which have caused farmgate prices of the crop to plunge. The Samahang Industriya ng Agrikultura (Sinag) earlier noted that onion farmers are already incurring losses with the current ₱28 per kilo farmgate price as the production costs now stand at ₱30 per kilo. The Bicolano lawmaker also called on the Bureau of Customs (BoC) to impose tighter measures to halt the entry of smuggled onions and other agricultural products into the country. He also urged the Department of Trade and Industry (DTI) to implement more stringent measures to curb the sale of illegally-sourced agricultural products online. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy.
