November 18, 2024 Amid calamities AGRI PL CALLS TO FAST-TRACK EXPANSION OF CROP INSURANCE COVERAGE With succeeding typhoons hitting the country, AGRI Party-list urged the immediate enactment of a measure expanding crop insurance coverage to protect the livelihood of farmers who lose their hard-earned crops every time a calamity hits. AGRI is the principal author of House Bill (HB) No. 7387 which seeks to expand the services of the Philippine Crop Insurance Corporation (PCIC) and encourage private sector participation in agricultural insurance. HB 7387 was approved by the House of Representatives on third and final reading in March 2023, and is now pending in the Senate. “Nananawagan tayo sa mga kapwa natin mambabatas sa Senado na agarang maisabatas ang panukalang ito dahil kulang na kulang sa proteksyon sa kabuhayan ang ating mga magsasaka. Alam naman po natin na tuwing may kalamidad, walang natitira sa kanila maliban sa utang at pangamba na lalong malubog sa kahirapan,” AGRI Party-list Representative and Senatorial Aspirant Manoy Wilbert “Wise” Lee, said. Under the measure, the PCIC shall provide insurance coverage for all agricultural commodities, instead of being limited to palay crops. Further, the proposed measure shall also include other non-crop agricultural assets, such as but not limited to livestock, aquaculture and fishery, agroforestry, forest plantations, machineries, equipment, transport facilities, and other related infrastructures. “Bilang mga itinuturing natin na “food security soldiers”, deserve ng ating mga magsasaka ang suporta ng gobyerno para siguruhin ang kanilang kita. Nararapat lamang na pagaanin ang pasanin ng pinagmumulan ng mismong mga kinakain natin!” the AGRI Party-list said in a statement. AGRI also called on the PCIC to intensify its information campaign to encourage more farmers to enroll in crop insurance and urged it to be more proactive in reaching out to farmers by deploying mobile offices in areas most affected by the successive typhoons in the past weeks. “Imbes na maghintay sa mga opisina, kailangan ang gobyerno mismo ang gumawa ng paraan para ilapit ang mga serbisyo at benepisyo para sa ating mga magsasaka. Hindi na dapat pahirapan ang mga nasalanta nating kababayan o kaya naman ay parang sila pa ang nakikiusap o nagmamakaawa na sila ay tulungan,” the party-list stressed. More than alleviating the financial woes of farmers due to uncompensated losses during calamities, AGRI Party-list underscored the importance of expanding insurance coverage in achieving food security. “Ang pinakamabisang paraan para makamit ang murang pagkain at seguridad sa pagkain ay dagdag na suporta sa agrikultura,” AGRI stated. “Kapag naprotektahan ang kabuhayan ng ating mga magsasaka at mga local food producers at natiyak ang kanilang kita, magsisilbi itong insentibo para pataasin ang kanilang produksyon na magpaparami naman ng supply sa merkado. Wilbert Manoy “Wise” Lee highlighted how crucial farmer support is to tackling inflation, especially in light of the recent rice tariff cuts. Lee voiced concerns that local farmers could struggle to compete with the surge of imported products. “Ang mga magsasaka natin ang unang maapektuhan,” he said, stressing that the government should prioritize policies that empower Filipino farmers as the best defense against rising food prices. Lee also noted that relying too heavily on imports is risky, as global factors like climate change and geopolitical tensions can disrupt food supply. Instead, he advocates for measures to improve local production. His Cheaper Rice Act aims to ensure farmers get fair prices, while his proposed Post-Harvest Facilities Support Act and Kadiwa Agri-Food Terminal Act focus on modernizing the sector to reduce waste, improve quality, and connect farmers directly with markets. Recently, Lee visited Bulacan to meet with farmers who shared their struggles with inadequate post-harvest facilities. Wilbert Manoy “Wise” Lee is urging the government to strengthen support for farmers as a sustainable solution to high inflation, especially with food prices contributing significantly to inflation rates. At a recent Kapihan sa QC forum, Lee emphasized the risks of relying solely on imported goods to address price hikes. “Ang ating mga magsasaka ang dapat laging isaalang-alang sa bawat polisiya,” he shared, noting that imported products could undermine local farmers’ livelihoods if unchecked. Lee has been a consistent advocate for Filipino farmers, proposing measures that ensure they receive fair compensation and support. His Cheaper Rice Act would mandate higher purchase prices for local palay, helping farmers stay competitive amid the influx of imported rice. Additionally, Lee has introduced bills to strengthen post-harvest facilities and market access for farmers, giving them the tools to enhance productivity and lower production costs. The solon highlighted that local farmers deserve better and that giving them support will benefit all Filipinos. November 5, 2024 Cong. Wilbert Manoy “Wise” Lee Advocates for Stronger Support to Farmers Amid Inflation Amid rising inflation and the recent rice tariff cut, AGRI Party-list Rep. Wilbert Manoy “Wise” T. Lee calls for stronger government support for local farmers. Speaking at the Kapihan sa QC forum, Lee expressed concerns over how reduced tariffs on rice imports will impact local producers, emphasizing that while importation may temporarily lower prices, it risks driving farmers into debt. Lee stressed that boosting support for local farmers is the key to addressing the long-term issue of high food prices in the Philippines. The Bicolano solon underscored the importance of self-sufficiency in food production, warning of the risks associated with relying too heavily on imports. “Hindi tayo pwedeng nakaasa lang sa importation,” Lee stated, pointing out that global conflicts, disasters, and climate change could disrupt food exports at any moment. Supporting farmers will not only sustain their livelihoods but also reduce the nation’s dependence on imports, which can be unpredictable. Lee’s call for agricultural support includes his Cheaper Rice Act, which would require the Department of Agriculture (DA) to purchase local palay at a price P5-P10 above the standard farmgate price. October 21, 2024 LEE URGES PHILHEALTH, PCA TO EXPEDITE IMPLEMENTATION OF COCONUT FARMERS’ HEALTH BENEFITS Cong. Manoy Wilbert “Wise” Lee on Monday called on the Philippine Health Insurance Corporation (PhilHealth) and Philippine Coconut Authority (PCA) to fast-track the implementation of health benefits for coconut farmers which has been delayed for several years. The said benefits are mandated by Republic Act (RA) No. 11524 or the Coconut Farmers and Industry Trust Fund (CFITF) Act enacted in 2021 to ease the plight of coconut farmers through support on their health and livelihood. “Dapat agaran nang maipatupad ang mga benepisyong pangkalusugan para sa mga magniniyog na matagal na dapat naipagkaloob gamit ang pondo para sa kanila. Sila ang pundasyon ng isa sa mga pangunahing industriya sa bansa. Mapapalakas pa lalo ang industriya ng niyog kung pinapangalagaan ang kalusugan at kabuhayan ng mga magniniyog,” Lee said. Citing President Ferdinand “Bongbong” Marcos’ goal for the country to become the world’s top coconut exporter, the Bicolano lawmaker reiterated: “Kung seryoso tayo na maabot ang layuning ito, hindi na dapat patagalin pa ang pagpapatupad ng mga dagdag na mga serbisyong pangkalusugan para sa ating mga magniniyog.” It can be recalled that on March 1, 2024, Lee had a meeting with the leadership of PhilHealth and PCA to discuss the importance of informing the coconut farmers and providing them the health benefits that they deserve saying: “Malaking tulong na alam ng ating mga magniniyog ang mga serbisyo ng PhilHealth para mabawasan ang kanilang pasanin at pangamba sa oras na sila ay magkasakit o magpa-ospital.” On April 4, 2024, the solon from Bicol filed House Resolution (HR) No. 1673 urging the Congress to thoroughly investigate the delayed implementation of the health and medical services for the coconut farmers and their families prescribed by the CFITF Act and Executive Order (EO) No. 172. Lee also filed HR No. 954 on May 9, 2023 upon discovering that only 34% of the total Coco Levy Fund was disbursed for fiscal year 2022 to provide grants and subsidies for the livelihood and welfare of coconut farmers. These measures are results of Lee’s constant collaboration with PhilHealth and PCA in crafting policies to ensure that Filipino coconut farmers will get what they deserve. Further, in May 26, 2024 episode of public service program “Si Manoy ang Ninong Ko,” where PCA Administrator Dexter Respicio Buted served as one of the resource persons, Lee stressed the need to prioritize the implementation of essential services for coconut farmers including livelihood assistance and health benefits, among others. A staunch health advocate, he successfully pushed for a 30% increase in PhilHealth benefits last February 14, after more than a decade of these not being adjusted or reviewed by the DOH and PhilHealth. These include increasing the PhilHealth benefit package for hemodialysis from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the increase in breast cancer treatment coverage from P100,000 to P1.4M. He is likewise at the forefront of enhancing PhilHealth benefit packages by including costly diagnostic scans such as PET Scan, CT Scan and MRI, providing free optometric services, and increasing the state health insurer’s benefits by another 50%. Last House budget deliberations, through his persistent efforts, Lee was able to secure commitments from the Department of Health (DOH) and PhilHealth in implementing expanded health services for all Filipinos. “Ang pondo para sa mga magniniyog, dapat gamitin para sa serbisyo at benepisyo para sa mga magniniyog. Paulit-ulit na lang.”  This was how AGRI Party-list Rep. Wilbert “Wise” T. Lee lamented the recent news of Isabela farmers dumping thousands of kilos of unsold mangoes due to the very low price being offered by middlemen and wholesalers.  “Nakalulungkot at talagang nakapanghihinayang ang ganitong balita na pinipili na lang itapon ng ating mga magsasaka ang kanilang ani dahil wala silang mapagbentahan, at kung meron man, lugi pa sila sa gagastusin,” the solon said.  “Pera, pagod at oras ang ipinuhunan dito ng ating mga magsasaka, tapos ang ending, wala silang kikitain ni singko? Walang naiiwan sa kanila, kung meron man, utang,” he added.  According to the Bicolano lawmaker, this has become the grim reality of Filipino farmers and it is an injustice to sit idly while these problems persist. “Paulit-ulit na ang ganitong scenario, may viral video, ma-me-media, tapos magsasabi ng solusyon ang gobyerno. Pero pagkatapos ng ilang buwan, meron na namang mangyayari na kaparehong insidente. Sino ang lalong nakakawawa dito? Hindi pwedeng pang-press release lang ang tulong sa ating mga magsasaka!”, Lee stressed.  “Sariwa pa sa alaala natin yung pinagtatadtad na repolyo sa Benguet para maging pataba at isang truck ng kamatis sa Nueva Vizcaya na itinapon na lang sa gilid ng kalsada dahil sa napakababang bentahan sa merkado. Nandyan din yung P100 kada 5 kilo ng luya sa Nueva Vizcaya, at yung oversupply ng bawang sa Batanes at marami pang produkto na kung hindi man nasasayang at pinamimigay ay ibinebenta na lang nang palugi,” he added.  The solon from Bicol then reiterated his call to strategize and strengthen the country’s agri value chain to avoid wastage or losses along the process. He also underscored the importance of providing market linkages to facilitate the selling of agri products and ensure the income of farmers.  “When we reviewed the 2024 DA budget, P55.97 billion was allotted for pre-harvest activities, while the allocated budget for post-harvest activities is just P16.40 billion,” Lee pointed out.  “Matagal na natin itong ipinapanawagan. Kung mananatiling ganito ang strategy ng gobyerno, talagang uulit lang ang mga problema. We are not saying that we need to cut the budget for pre-harvest activities dahil mahalaga rin ito para mapataas ang produksyon. Kailangan ng sapat at tuloy-tuloy na suporta mula sa pagtatanim, anihan, hanggang sa paghahatid at pagbebenta ng produkto sa merkado,” he added.  Lee renewed his call for the urgent passage of his proposed House Bill No. 3958 or the “Post-Harvest Facilities Support Act”, which mandates the government to fund the construction of warehouses, cold storages, rice mills, transport facilities, dryers, and threshers, among others. He also pushed for the passage of HB No. 3957 or the “Kadiwa Agri-Food Terminal Act” to scale up and institutionalize Kadiwa stores in every city and municipality which serve as a venue for farmers and fisherfolk to sell produce directly to consumers at cheaper prices, liberating them from the control of unscrupulous traders and middlemen.  “Imbes na pagkalugi ang madalas nangyayari kapag may oversupply, baguhin natin ang ending nito kung saan Winner Tayo Lahat. Siguruhin natin na may pagdadalhan at mabebentahan ang mga ani para matiyak ang kita ng mga magsasaka, mas ma-engganyo silang magpatuloy sa pagpapataas ng produksyon, na magpapababa naman sa presyo ng bilihin,” the lawmaker said.  Sa paraang ito, bukod sa maiibsan ang pasanin ng ating mga kababayan, mababawasan din ang pangamba nila sa pagkakasakit, sa takot na lalong malugmok sa kahirapan dahil walang pambili ng gamot o pambayad sa ospital.” “Hindi tayo pwedeng maging manhid sa ganitong trahedya sa kabuhayan ng ating mga magsasaka.
