Lee of Agri Party-List has called on the Bureau of Customs (BOC) and the Philippine Ports Authority (PPA) to expedite the unloading of rice shipments currently stalled at the country’s ports. The lawmaker stressed that the delays caused by port congestion are worsening the price of rice, affecting millions of Filipino consumers. September 19, 2024 Amid Port Congestion Delaying Low Rice Prices Lee Urges BOC, PPA To Boost Ports Manpower To Expedite Unloading Of Rice Shipments Cong. Wilbert Manoy “Wise” T. Lee has called on the Bureau of Customs (BOC) and the Philippine Ports Authority (PPA) to expedite the unloading of rice shipments at the country’s ports to increase the supply and lower the price of rice in the market. Lee’s call comes amid port congestion, which has been a significant hurdle in stabilizing rice prices, as noted by Agriculture Secretary Francisco Tiu Laurel Jr. in a press briefing. “We need to work quickly and efficiently as every delay in unloading rice cargoes not only adds to costs but also worsens the situation for consumers, especially with inflation,” Lee who is set to visit Bacolod today to attend as keynote speaker the Visayas Public Transportation Modernization Program Forum, said. “Biruin n’yo, nasa isa hanggang dalawang linggo na raw nakatengga ‘yung mga kargamento ng bigas sa ating mga ports. Lee proposed increasing manpower at ports or implementing round-the-clock shifts to address the logistical bottlenecks and ensure faster processing of shipments to resolve backlogs quickly. He then called for the immediate passage of his proposed House Bill No. 10426 which pushes 24/7 frontline government services and extension of face-to-face transactions. This measure would include the operations of the BOC and other government agencies to have speedy and efficient administration of services. “We need all hands on deck. Increasing workforce or having 24/7 operations will significantly reduce backlogs and lower the prices of rice,” the solon from Bicol said. “A seamless supply chain system, including efficient port logistics, is crucial to ensuring food security and keeping prices affordable. Wilbert Manoy “Wise” T. Lee stressed that to achieve the country’s goal of becoming the world’s top coconut exporter, the government must prioritize protecting coconut farmers by fast-tracking the release of the coco levy funds, health and medical benefits rightful to them. Lee, who is now in Pangasinan to lead the distribution of financial assistance under the Ayuda para sa Kapos ang Kita Program (AKAP), renewed his call as President Ferdinand “Bongbong” Marcos Jr. recently approved the increase by P1 billion the budget for mass coconut planting and replanting program and P2.5 billion for the fertilization program. In May 2023, the Bicolano lawmaker filed House Resolution (HR) No. 954 upon discovering that only 34% of the total Coco Levy Fund was disbursed for fiscal year 2022 to provide grants and subsidies for the livelihood and welfare of coconut farmers. Last April, he also filed HR No. 1673 urging Congress to thoroughly investigate the delayed implementation of the health and medical services for the coconut farmers and their families prescribed by Republic Act (RA) No. 11524 or the “Coconut Farmers and Industry Trust Fund (CFITF) Act” and reinforced by Executive Order (EO) No. 172. “It is a clear violation of law that more than three years since the CFITF Law was enacted, health and medical benefits of coconut farmers remain undelivered to the beneficiaries. Our coconut farmers deserve better so we must demand better implementation of the laws to protect them,” Lee stressed. “Huwag natin paasahin sa wala ang mga nagtataguyod sa industriya ng niyog. Dumadaing na ang ating mga coconut farmers sa mababang presyo ng kopra at sa dagdag pasaning dulot ng El Niño, bukod pa sa banta ng paparating na La Niña. Passage Of Anti-Agricultural Economic Sabotage Act To Bring Down Food Prices – Lee With the recent ratification of the Anti-Agricultural Economic Sabotage Act, Cong. Wilbert Manoy “Wise” T. Lee said that going after smugglers, hoarders, price manipulators and cartels would effectively bring down food prices which remains to be the main contributor to the overall inflation which rose to 4.4 percent in July. During his trip to Davao Region, Lee said: “Having this Anti-Agricultural Economic Sabotage Act signed into law would give the government more teeth to go after hoarders and price manipulators preying on consumers. This is important to stabilize the price of food and other basic commodities which continue to burden Filipinos.” “Dapat habulin at panagutin ang mga demonyong pumapatay sa kabuhayan ng ating local food producers at pabigat sa consumers. Filipinos deserve this law to be implemented because they deserve to be able to have access to basic needs that they need to survive,” Lee, the principal author of the measure, added. Anti-Agricultural Economic Sabotage Act seeks to include and penalize other unlawful acts of market abuses, as well as impose a stricter penalty for public officials or employees who tolerate and protect large-scale agricultural smuggling, and other market abuses, namely but not limited to, hoarding, profiteering, or cartel in the country. The House of Representatives passed its version of the proposed law, House Bill No. 9284 on September 27, 2023, while the Senate passed its counterpart Senate Bill No. 2432 on December 12, 2023. The Bicolano lawmaker had previously likened hoarders and price manipulators of agricultural goods to the “devil” and said they needed to be jailed for their crimes. “Parang walang katapusan ang pagtaas ng presyo ng pagkain at iba pang bilihin, na lalong pinapalala ng mga walanghiyang smugglers and hoarders. Amid The Looming La Niña, Gov’t Must Boost Rice Buffer Stock, Pass ‘Cheaper Rice Act’ – Lee With La Niña expected to arrive in the country in the third quarter of the year, AGRI Party-list Rep. Wilbert Manoy “Wise” T. Lee said the government must shore up its rice buffer stock to last for 15 to 30 days during disasters and emergency situations. According to Lee, “our inventory must be sufficient to cover 15 to 30 days of national consumption or equivalent to at least 350,000 metric tons (MT) in case of emergencies or disasters. This is the optimal level of rice buffer stock stated in the Implementing Rules and Regulations (IRR) of the Rice Tariffication Law (RTL).” “Pero ayon sa National Food Authority (NFA) kamakailan, may rice inventory ang bansa na aabot lang sa loob ng apat na araw kung magkaroon ng sakuna o emergency. Nakakabahala ito dahil kulang ang reserbang ito,” he said. According to the NFA, its palay procurement reached nearly 3.37 million 50-kilo bags as of June 13, equivalent to 168,262 metric tons (MT). While the solon recognized the efforts of NFA to boost the rice inventory by buying local palay for higher price, he maintained that this mechanism should be institutionalized. Lee lamented the recent news of Isabela farmers dumping thousands of kilos of unsold mangoes due to the very low price being offered by middlemen and wholesalers. “Nakalulungkot at talagang nakapanghihinayang ang ganitong balita na pinipili na lang itapon ng ating mga magsasaka ang kanilang ani dahil wala silang mapagbentahan, at kung meron man, lugi pa sila sa gagastusin,” the solon said. “Pera, pagod at oras ang ipinuhunan dito ng ating mga magsasaka, tapos ang ending, wala silang kikitain ni singko? Walang naiiwan sa kanila, kung meron man, utang,” he added. According to the Bicolano lawmaker, this has become the grim reality of Filipino farmers and it is an injustice to sit idly while these problems persist. “Paulit-ulit na ang ganitong scenario, may viral video, ma-me-media, tapos magsasabi ng solusyon ang gobyerno. Pero pagkatapos ng ilang buwan, meron na namang mangyayari na kaparehong insidente. Sino ang lalong nakakawawa dito? Hindi pwedeng pang-press release lang ang tulong sa ating mga magsasaka!”, Lee stressed. “Sariwa pa sa alaala natin yung pinagtatadtad na repolyo sa Benguet para maging pataba at isang truck ng kamatis sa Nueva Vizcaya na itinapon na lang sa gilid ng kalsada dahil sa napakababang bentahan sa merkado. Nandyan din yung P100 kada 5 kilo ng luya sa Nueva Vizcaya, at yung oversupply ng bawang sa Batanes at marami pang produkto na kung hindi man nasasayang at pinamimigay ay ibinebenta na lang nang palugi,” he added. The solon from Bicol then reiterated his call to strategize and strengthen the country’s agri value chain to avoid wastage or losses along the process. He also underscored the importance of providing market linkages to facilitate the selling of agri products and ensure the income of farmers. “When we reviewed the 2024 DA budget, P55.97 billion was allotted for pre-harvest activities, while the allocated budget for post-harvest activities is just P16.40 billion,” Lee pointed out. “Matagal na natin itong ipinapanawagan. Kung mananatiling ganito ang strategy ng gobyerno, talagang uulit lang ang mga problema. We are not saying that we need to cut the budget for pre-harvest activities dahil mahalaga rin ito para mapataas ang produksyon. Kailangan ng sapat at tuloy-tuloy na suporta mula sa pagtatanim, anihan, hanggang sa paghahatid at pagbebenta ng produkto sa merkado,” he added. Lee renewed his call for the urgent passage of his proposed House Bill No. 3958 or the “Post-Harvest Facilities Support Act”, which mandates the government to fund the construction of warehouses, cold storages, rice mills, transport facilities, dryers, and threshers, among others. He also pushed for the passage of HB No. 3957 or the “Kadiwa Agri-Food Terminal Act” to scale up and institutionalize Kadiwa stores in every city and municipality which serve as a venue for farmers and fisherfolk to sell produce directly to consumers at cheaper prices, liberating them from the control of unscrupulous traders and middlemen. “Imbes na pagkalugi ang madalas nangyayari kapag may oversupply, baguhin natin ang ending nito kung saan Winner Tayo Lahat. Sa paraang ito, bukod sa maiibsan ang pasanin ng ating mga kababayan, mababawasan din ang pangamba nila sa pagkakasakit, sa takot na lalong malugmok sa kahirapan dahil walang pambili ng gamot o pambayad sa ospital.” “Hindi tayo pwedeng maging manhid sa ganitong trahedya sa kabuhayan ng ating mga magsasaka. April 18, 2024 Lee To DA: Help Farmers, Fisherfolk Register To RSBSA To Avail Fuel Subsidy Amid the continuing increase in the prices of petroleum products, AGRI Party-list Rep. Wilbert “Wise” T. Lee has urged the Department of Agriculture (DA) to assist farmers and fisherfolk in registering in the Registry System for the Basic Sectors in Agriculture (RSBSA) in order to avail of the agency’s fuel subsidy. “Matagal na po nating panawagan na ma-update at ma-modernize na ang RSBSA registration dahil marami tayong mga magsasaka at mangingisda na di nakakatanggap ng ayuda dahil wala sila sa listahan o di kaya ay may mali sa detalye. Sa bigat ng mga pasanin nila, sobrang nakapanghihinayang na hindi sila nakakatanggap ng tulong,” Lee said. “Bukod sa paghikayat at pag-assist ng DA sa pagpaparehistro sa RSBSA, dapat pabilisin at simplehan din ang mga requirements sa pagpaparehistro ng mga makinarya at bangka para maging kwalipikado sa fuel subsidy,” he added. The DA recently announced it has allocated P500 million to provide a one-time P3,000 fuel subsidy for farmers and fishers who have their machinery and boats registered. The latter should have boats not exceeding three metric tons in order to qualify. Diesel prices increased by P0.95 per liter this week while gasoline rose by P0.40 per liter. Oil firms raised pump prices last week by P1.10 per liter for gasoline, P1.55 for diesel, and P1.40 for kerosene. The Bicolano lawmaker appealed to the DA to give time for farmers and fishers to register their equipment as the department finalizes its guidelines for the subsidy. “Bigyan po sana ng DA ng pagkakataon na makapagrehistro ang ating mga magsasaka at mangingisda sa RSBSA habang wala pang pinal na alituntunin sa fuel subsidy,” he said. “At kapag nagsimula na ang pamimigay ng subsidy, gamitin po sana ng DA ang latest na listahan ng rehistro para walang mapagkaitan at mapag-iwanan,” he added. Lee also urged the DA to consider giving another round of fuel subsidy in the second half of the year if fuel prices continue to soar. “Sa dalas at laki ng pagtaas ng presyo ng mga produktong petrolyo, hindi sapat ang one-time P3,000 na fuel subsidy,” he stressed. “Habang hindi pa humuhupa ang oil price hike ay pag-aralan sana ng DA ang posibilidad na makapagbigay ng isa pang round ng fuel subsidy bago matapos ang taon para maibsan ang pasanin ng ating mga magsasaka at mangingisda, at mabawasan kahit paano ang kanilang pangamba na wala silang panggastos lalo na kung may magkasakit sa pamilya.” “Kapag nasuportahan natin ang ating mga kababayan, lalo na ang mga nasa vulnerable sectors, kapag natulungan natin ang mga magsasaka at mangingisda na mapaunlad ang kanilang kabuhayan at ang agrikultura, siguradong magiging Winner Tayo Lahat,” he added. During the past budget deliberations in Congress, Lee persistently called on the House leadership to provide additional budget to update and streamline the effectivity of RSBSA and for the swift delivery of fuel subsidies to farmers and fishermen. March 24, 2024 Lee To DA: Invest In Research On Climate-Resilient Crop Varieties AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture (DA) to focus on the development of climate-resilient varieties of major crops to mitigate the impact of future occurrences of the El Niño phenomenon. This, as the DA announced that agricultural damage caused by the intensifying El Niño has already reached ₱1.75 billion, covering more than 32,000 hectares of farm lands and displacing almost 30,000 farmers. “Panahon na upang pagtuunan natin ng pansin ang pagdevelop ng climate-resilient na palay at mais para maibsan ang epekto ng El Niño sa hinaharap,” Lee said. “Mayroon nang mga naunang pag-aaral ang IRRI (International Rice Research Institute) sa climate-resilient rice na kayang magtolerate sa extreme climate conditions. We just need to adopt and build on this technology in order for our farmers to benefit from it,” he added. The IRRI has developed drought-tolerant rice varieties which have been released in several countries including Sahbhagi Dhan in India, the Sahod Ulan in the Philippines, and the Sookha Dhan varieties in Nepal. The IRRI is also currently studying flood-tolerant rice varieties which have been released and are now being planted in various areas including Swarna Sub1 in India, Samba Mahsuri in Bangladesh, and IR64-Sub1 in the Philippines. “Mayroon ding pag-aaral ang United States Department of Agriculture (USDA) tungkol naman sa drought-tolerant (DT) corn. DT corn varieties became available to US farmers between 2011 and 2013 after decades of research on drought tolerance by crop breeders and plant scientists. “We need to utilize and maximize all available agricultural technologies so as to make our farmers—our food security soldiers—more resilient to climate change,” the solon said. “Kapag hindi na apektado ang ating mga magsasaka sa pagbabago ng klima, tataas ang produksyon at kita nila, at bawas pangamba naman sa ibang mga pangangailangan tulad ng gastos sa pagkakasakit o pagpapa-ospital.” “Ang dulo nito, makakatulong ang climate resilient crop varieties sa pagkamit ng food security. The DA earlier announced that eight regions in the Philippines were most affected by the El Niño: Ilocos, Cagayan Valley, Central Luzon, Calabarzon (Cavite, Laguna, Batangas, Rizal and Quezon), Mimaropa (Mindoro, Marinduque, Romblon and Palawan), Western Visayas, Zamboanga Peninsula, and Soccsksargen. Most affected was Mimaropa, which incurred P770 million damage to agriculture, followed by Western Visayas with ₱560 million; Cagayan Valley, ₱180 million; Central Luzon, ₱158 million; Ilocos, ₱54 million; Zamboanga peninsula, ₱13 million; Calabarzon, ₱7 million, and Soccsksargen, ₱2 million.
