Among Preferred Senatorables In Latest Octa Survey Lee Joins Aksyon Demokratiko Of Fellow Bicolano Raul Roco

September 20, 2024 Among Preferred Senatorables In Latest Octa Survey Lee Joins Aksyon Demokratiko Of Fellow Bicolano Raul Roco Cong. Wilbert Manoy “Wise”T. Lee said he will push for a bigger budget for agriculture once deliberations begin for the 2025 General Appropriations Bill (GAB) at the House of Representatives. “With this year’s drought brought about by the El Niño and the La Niña in the coming months, we need adequate financial support to boost productivity and re-energize the sector to achieve food sufficiency and food security,” he added. The P6.352-trillion National Expenditure Program (NEP) was officially turned over to the House of Representatives by the Department of Budget and Management on July 29. Under the NEP, the proposed budget for the agriculture sector – which includes the Department of Agriculture (DA), the Department of Agrarian Reform (DAR), and all their attached agencies and corporations – suffered a P10.4-billion reduction, down to P211.3 billion from P221.7 billion in this year’s General Appropriations Act (GAA). According to DBM, bulk of the budget will be used to fund agriculture modernization programs as well as cash aid to farmers and fisherfolk. Lee said the proposed P211 billion agriculture budget in the NEP was a far cry from the P513.81 billion target budget announced by the DA in April. “We are supportive of the original proposed budget for the DA, especially since around P225.83 billion out of the target P513-billion budget was supposed to be for agricultural modernization as well as to improve the anti-smuggling efforts of DA’s bureaus,” he said. The Bicolano lawmaker has been a vocal supporter for modernization of the agriculture sector. He has been persistent in urging the Philippine Center for Postharvest Development and Mechanization (PhilMech) to efficiently use their budget to provide farm equipment and post-harvest facilities to increase agricultural workers’ production and address soaring food prices. The solon from Bicol likewise advocates for additional post-harvest facilities and market linkages for farmers and fisherfolk through his House Bill (HB) No. 3958 or the “Post-Harvest Facilities Support Act” and HB 3957 or the “Kadiwa Agri-Food Terminal Act.” Morever, Lee undercored the importance of the digitization of the Registry System for Basic Sectors in Agriculture (RSBSA), saying: “Ang mga panukalang ito na itinutulak natin ang sisiguro na sapat at tuloy-tuloy ang ayuda ng gobyerno mula sa pagtatanim, anihan, hanggang sa paghahatid at pagbebenta ng produkto sa merkado.” “Pera ng gobyerno, pera ng taumbayan. Dapat meaningful spending. Walang underspending, walang pagwawaldas. All Hands On Deck! Lee Urges DA To Tap HPG, PPA To Man ASF Checkpoints Along Highways, Seaports

August 22, 2024 All Hands On Deck! Lee Urges DA To Tap HPG, PPA To Man ASF Checkpoints Along Highways, Seaports Cong Wilbert Manoy “Wise” T. Lee urged the Department of Agriculture (DA) to set up more checkpoints not only along roads but also in seaports to curb the spread of African Swine Fever (ASF) in the country. Lee, who recently attended as guest speaker at the Agarwood Orientation Seminar in Maasin, Leyte, asked. Previously, the DA’s Bureau of Animal Industry (BAI) seized two trucks in Quezon City carrying infected hogs reportedly from Quezon province. The trucks were on their way to Pangasinan province. Lee said the DA should partner up with Philippine National Police Highway Patrol Group (PNP-HPG) as well as the Philippine Ports Authority (PPA) to augment BAI manning checkpoints, aside from tapping personnel of the Metropolitan Manila Development Authority (MMDA). “While we laud the BAI for proactively looking into tapping MMDA and local traffic enforcers to man checkpoints in Metro Manila, all hands must be on deck to genuinely curb ASF. We have force multipliers available from the PNP, HPG and from PPA that could be deployed should the BAI decide to set up more checkpoints along major highways and ports,” the solon from Bicol said. There are currently six meat inspection checkpoints across the National Capital Region (NCR) to ensure that the pigs being delivered to slaughterhouses and in markets are ASF-free. The Bicolano lawmaker also urged the government into preparing to declare a state of national calamity should ASF spread beyond what could be controlled by the ASF vaccines, which have been earlier procured. Earlier, Lee filed House Resolution No. 1956 to investigate the escalating impact of ASF while calling relevant government agencies to provide assistance to hog raisers and prevent possible hike in pork prices. “Filipinos deserve better so we should demand better protocols to protect the livelihood of local food producers and welfare of our consumers. Murang pagkain, gawin na natin!” he stated. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Provide Adequate Support, Alternative Livelihood For Fisherfolk Affected By Bataan Oil Spill – Lee

July 31, 2024 Provide Adequate Support, Alternative Livelihood For Fisherfolk Affected By Bataan Oil Spill – Lee Cong. Wilbert Manoy “Wise” T. Lee stressed that the government should provide alternative sources of income for approximately 19,000 fisherfolk who are potentially affected by the oil spill from the sunken MT Terranova. In his House Resolution No. 1825, Lee seeks to assess the impact to the environment and livelihood of fisherfolk and residents of the oil spill in Limay, Bataan to implement urgent interventions and assistance to help the affected communities and identify possible accountability among those involved in this accident. On July 25, the said oil tanker capsized and sank 3.6 nautical miles east of Limay, Bataan, carrying some 1.4 million liters of industrial fuel oil. The Bureau of Fisheries and Aquatic Resources (BFAR) earlier estimated that in a worst-case scenario, the oil spill could affect 11,000 fisherfolk in Bataan and 8,000 in Bulacan, with an income loss of P83.8 million and P63 million per month, respectively. “Thousands of fisherfolk are on the brink of losing their livelihood for months due to the oil spill. With this, the Bicolano lawmaker called for optimizing existing government programs such as the Department of Labor and Employment’s Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (DOLE-TUPAD) program, among others, to help affected fisherfolk and residents who might lose income. Lee stressed. While the solon recognized the fast response of Philippine Coast Guard (PCG) in putting up containment to fend off the tide of toxic slick and the government’s immediate creation of an inter-agency task force, he said that the country, being an archipelago, should be genuinely capacitated in mitigating effects of oil spills. “Filipinos deserve better crisis management to protect their livelihood so we should demand better from the government. As the country celebrates “Agriculturists’ Month” this July, Lee undercored the importance of  providing support for fisherfolk and farmers whom he considers as “food security soldiers” in developing the agriculture sector and easing the plight of Filipinos. Supporting Farmers Is Best Defense Against Inflation – Lee

June 10, 2024 Supporting Farmers Is Best Defense Against Inflation – Lee Amid the approved rice tariff cut and high inflation, AGRI Party-list Rep. Wilbert Manoy “Wise” T. Lee said that supporting local farmers will effectively address inflation. Speaking at the Kapihan sa QC forum on Sunday, Lee said that while the tariff cut is a way to lower the price of rice to curb inflation and ease the burden of consumers, it must be complemented with stronger support to local farmers which he consider the long term solution to the perennial problem of high food prices. The solon underscored that importation is only a short-term solution, saying, “hindi tayo pwedeng nakaasa lang sa importation. The National Economic and Development Authority (NEDA) board approved on June 3 the new Comprehensive Tariff Program for 2024-2028, which includes reduction of rice tariff for in- and out-quota rates from 35% to 15%. Philippine Statistics Authority (PSA), meanwhile, released the May 2024 inflation rate which is at 3.9% from 3.8% the previous month, where food inflation remains as the largest contributor. Lee said. The lawmaker from Bicol has been pushing for the Cheaper Rice Act, which mandates the Department of Agriculture (DA) and other concerned government agencies to buy local palay with additional P5-P10 than the prevailing farmgate prices. This will ensure increase in income of local farmers while consumers will eventually enjoy lower rice prices in the market. The solon likewise advocates for additional post-harvest facilities and market linkages for farmers through his House Bill (HB) No. 3958 or the “Post-Harvest Facilities Support Act” and HB 3957 or the “Kadiwa Agri-Food Terminal Act.” Lee, who just came recently from a 2-day visit in multiple towns and cities in Bulacan including San Jose del Monte, Sta. Maria, Bocaue, Pandi, Meycauayan, Guiguinto, Malolos, Plaridel and Calumpit, shared that one of the main concerns of farmers are the lack of post-harvest facilities. Our local farmers deserve better so we should demand better for them!” Leave a Comment Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Amending RTL Only A Start, Cleansing Of NFA Crucial To Bringing Down The Price Of Rice – Lee

May 9, 2024 Amending RTL Only A Start, Cleansing Of NFA Crucial To Bringing Down The Price Of Rice – Lee AGRI Party-list Rep. Wilbert “Wise” T. Lee lauded the approval of the proposed amendments to Republic Act No. 11203 or the Rice Tariffication Law (RTL) by the House Committee on Agriculture and Food, but also reiterated the need to purge corrupt officials in the National Food Authority (NFA) to lower the price of rice. According to the Bicolano lawmaker, restoring the NFA power to sell cheaper rice in the market would significantly drive down the retail prices of the staple food to as low as P37 per kilo. As to the increasing the budget allocation for farm machinery and equipment to be sourced from the Rice Competitiveness Enhancement Fund (RCEF), Lee reiterated that this would greatly help more farmers and fisherfolk if the Department of Agriculture (DA) and Philippine Center for Postharvest Development and Mechanization (PhilMech) continue to commit in simplifying and streamlining its requirements to avail of these machineries that he persistently pushed for. Our local food producers and consumers deserve better, so we must demand for better services and implementation of our laws to help them improved their plight,” Lee said. The RTL was signed into law in 2019 supposedly to reduce the price of rice and help farmers who would be hurt by the removal of quantitative restrictions – or a ceiling on the volume – on imported rice. The quantitative restrictions were replaced by tariffs of 35% to 40%.  Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Lee To DA: Help Reduce Diabetes In PH By Mainstreaming Low-GI, High-Protein Rice

April 5, 2024 Lee To DA: Help Reduce Diabetes In PH By Mainstreaming Low-GI, High-Protein Rice AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture (DA) to partner with the International Rice Research Institute (IRRI) to hasten the release of ultra-low glycemic index (GI) and protein-rich variety of rice to Filipino farmers. Lee said mainstreaming the production of this variety of rice would greatly aid in the reduction of diabetes mellitus cases in the country. Based on the latest data from the International Diabetes Federation of which the Philippine College of Endocrinology, Diabetes and Metabolism is a member, out of a total adult population of 66,754,400 in the Philippines in 2021, there were a total of 4,303,899 cases of diabetes recorded, equivalent to 6.44 percent. Further, in 2023, deaths in the Philippines due to diabetes mellitus were recorded at 14,416 cases, or 6.2 percent share, making it the fourth leading cause of death in the country. The IRRI aims to introduce the ultra-low GI, high protein rice variety by 2025. The research institute said the multi-location trial for this has already been started in more than 10 provinces nationwide. Glycemic index is a ranking of carbohydrate-containing foods based on how slowly or quickly they are digested and increase blood glucose levels, with pure sugar having a score of 100. The IRRI said it expects more rice farmers to cultivate this variety once the trials determine the target market. According to IRRI scientists, the price of ultra-low GI, high protein rice will be the same as the normal rice available in the markets. Lee, a staunch health advocate, persistently pushed for the 30% increase in Philippine Health Insurance Corporation (PhilHealth) benefits which took effect on February 14. The solon also urged PhilHealth to provide unlimited coverage for cancer treatment, heart bypass surgery, and other diagnostic tests and preventive measures, as well as the effective implementation of the No Balance Billing policy to lessen the out-of-pocket medical expenses of patients and their families. Cleanse NFA Of Corrupt Officials, Lee Urges PBBM

March 6, 2024 Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion

February 28, 2024 Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. Responsibilidad din ng DENR na ibalik ang mga ito sa pagiging mangrove forests,” he added as he called for the full implementation of the law. Lee undercored the need to tighten the implementation of laws and policies, stressing that “We already have the law in place, kailangan lang ang maayos at seryosong pagpapatupad nito.” The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers!

February 21, 2024 Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers! AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture to provide additional support for local farmers, such as onion producers, to increase their income and lower the price of goods, so that consumers won’t prefer cheaper illegally-sourced products online. Lee was reacting to the proliferation of smuggled onions being sold online, some for as low as ₱25 per kilogram, which have caused farmgate prices of the crop to plunge. The Samahang Industriya ng Agrikultura (Sinag) earlier noted that onion farmers are already incurring losses with the current ₱28 per kilo farmgate price as the production costs now stand at ₱30 per kilo. The Bicolano lawmaker also called on the Bureau of Customs (BoC) to impose tighter measures to halt the entry of smuggled onions and other agricultural products into the country. He also urged the Department of Trade and Industry (DTI) to implement more stringent measures to curb the sale of illegally-sourced agricultural products online. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy.
