May 16, 2024 Amid Agri Products Wastage, Lee Calls For Strengthening Agri Value-Chain, Market Linkages To Ensure Farmers’ Profit “Sayang na naman. Paulit-ulit na lang.”  This was how AGRI Party-list Rep. Wilbert “Wise” T. Lee lamented the recent news of Isabela farmers dumping thousands of kilos of unsold mangoes due to the very low price being offered by middlemen and wholesalers.  “Nakalulungkot at talagang nakapanghihinayang ang ganitong balita na pinipili na lang itapon ng ating mga magsasaka ang kanilang ani dahil wala silang mapagbentahan, at kung meron man, lugi pa sila sa gagastusin,” the solon said.  “Pera, pagod at oras ang ipinuhunan dito ng ating mga magsasaka, tapos ang ending, wala silang kikitain ni singko? Walang naiiwan sa kanila, kung meron man, utang,” he added.  According to the Bicolano lawmaker, this has become the grim reality of Filipino farmers and it is an injustice to sit idly while these problems persist. “Paulit-ulit na ang ganitong scenario, may viral video, ma-me-media, tapos magsasabi ng solusyon ang gobyerno. Pero pagkatapos ng ilang buwan, meron na namang mangyayari na kaparehong insidente. Sino ang lalong nakakawawa dito? Hindi pwedeng pang-press release lang ang tulong sa ating mga magsasaka!”, Lee stressed.  “Sariwa pa sa alaala natin yung pinagtatadtad na repolyo sa Benguet para maging pataba at isang truck ng kamatis sa Nueva Vizcaya na itinapon na lang sa gilid ng kalsada dahil sa napakababang bentahan sa merkado. Nandyan din yung P100 kada 5 kilo ng luya sa Nueva Vizcaya, at yung oversupply ng bawang sa Batanes at marami pang produkto na kung hindi man nasasayang at pinamimigay ay ibinebenta na lang nang palugi,” he added.  The solon from Bicol then reiterated his call to strategize and strengthen the country’s agri value chain to avoid wastage or losses along the process. He also underscored the importance of providing market linkages to facilitate the selling of agri products and ensure the income of farmers.  “When we reviewed the 2024 DA budget, P55.97 billion was allotted for pre-harvest activities, while the allocated budget for post-harvest activities is just P16.40 billion,” Lee pointed out.  “Matagal na natin itong ipinapanawagan. Kung mananatiling ganito ang strategy ng gobyerno, talagang uulit lang ang mga problema. We are not saying that we need to cut the budget for pre-harvest activities dahil mahalaga rin ito para mapataas ang produksyon. Kailangan ng sapat at tuloy-tuloy na suporta mula sa pagtatanim, anihan, hanggang sa paghahatid at pagbebenta ng produkto sa merkado,” he added.  Lee renewed his call for the urgent passage of his proposed House Bill No. 3958 or the “Post-Harvest Facilities Support Act”, which mandates the government to fund the construction of warehouses, cold storages, rice mills, transport facilities, dryers, and threshers, among others. He also pushed for the passage of HB No. 3957 or the “Kadiwa Agri-Food Terminal Act” to scale up and institutionalize Kadiwa stores in every city and municipality which serve as a venue for farmers and fisherfolk to sell produce directly to consumers at cheaper prices, liberating them from the control of unscrupulous traders and middlemen.  “Imbes na pagkalugi ang madalas nangyayari kapag may oversupply, baguhin natin ang ending nito kung saan Winner Tayo Lahat. Siguruhin natin na may pagdadalhan at mabebentahan ang mga ani para matiyak ang kita ng mga magsasaka, mas ma-engganyo silang magpatuloy sa pagpapataas ng produksyon, na magpapababa naman sa presyo ng bilihin,” the lawmaker said.  Sa paraang ito, bukod sa maiibsan ang pasanin ng ating mga kababayan, mababawasan din ang pangamba nila sa pagkakasakit, sa takot na lalong malugmok sa kahirapan dahil walang pambili ng gamot o pambayad sa ospital.” “Hindi tayo pwedeng maging manhid sa ganitong trahedya sa kabuhayan ng ating mga magsasaka. May 1, 2024 Restoring NFA Power To Sell Rice To Bring Price To As Low As P37/Kilo — Lee In the House deliberations on amending Republic Act No. 11023 or the Rice Tariffication Law (RTL), AGRI Party-list Rep. Wilbert “Wise” T. Lee has reiterated his call to restore the National Food Authority’s (NFA) power to buy palay from local farmers which would be sold at a cheaper price in the market for as low as P37 per kilo. According to Lee, if NFA were allowed to buy local palay and sell it to the public, it might result in P37 to P40 per kilo in the market, from the current P51 to P57 per kilo.  “Sa pag-amyenda ng RTL, dapat ibalik na ang mandato ng NFA na pagbili ng palay sa lokal na mga magsasaka, hindi lang para siguruhin ang kita ng ating local food producers, kundi para mapababa rin ang presyo ng bigas,” the Bicolano lawmaker said.  “Dapat may choice ang consumers, hindi yung napipilitan silang bumili ng mahal na bigas na napatungan na ng mga traders ang presyo. Kung maibabalik ang mandatong ito sa NFA, mapoprotektahan ang kabuhayan ng ating mga magsasaka at ma-e-engganyo silang pataasin ang produksyon. Mas makakamura sa NFA rice ang marami nating kababayan, kung saan ang matitipid na budget ay pwede nang magamit sa ibang pangangailangan, tulad sa panahon ng pagkakasakit,” he added.  The enactment of the RTL in 2019 prohibited the NFA from directly selling rice stocks to the market and limited its function to storing buffer stocks for calamities.    During the recent briefing at the House Committee on Agriculture and Food, the Department of Agriculture (DA) expressed its commitment to study the proposal to restore the NFA power to sell cheaper rice to the public.  The DA likewise proposed reallocation of the Rice Competitiveness Enhancement Fund (RCEF) as follows: 55% from 50% for farm machinery and equipment, retain 30% for Rice Seed Development, and 5% new allotment for the Soil Health Improvement, among others.  Lee, who filed House Resolution No. 1636 to scrutinize the impact of RCEF, welcomed these proposed amendments underscoring that the increased allocation for farm machinery and equipment to be implemented by the Philippine Center for Postharvest Development and Mechanization (PhilMech) will greatly benefit the productivity of local rice farmers.  “Marami pa rin tayong mga magsasaka ang nangangailangan ng mga farm machinery and equipment. Nakuha na natin ang commitment ng DA nung budget deliberation last year na pabibilisin at sisimplehan nila ang requirements sa pamamahagi nito, kaya magandang ma-extend ang implementasyon ng RTL, siguruhin ang mas maayos na pagpapatupad nito para mas marami pa ang matulungan nating mga magsasaka—ang food security soldiers ng bansa,” Lee said.  While Lee recognizes the high utilization rate of the RCEF Mechanization Program, he pointed out that there must be a proactive effort in supporting potential beneficiaries who cannot comply with the requirements due to the lack of resources such as the capacity to construct warehouses.  “Sa pag-amyenda ng RTL, kaakibat ng distribusyon ng mga kagamitan, dapat mabigyan na rin ng budget ang PhilMech para mapondohan pati na ang pagpapagawa ng warehouses at storage areas, dahil talagang mahihirapan at kakapusin ang mga magsasaka sa pagpapatayo ng mga warehouse,” the solon said.  “Sa pagdiriwang ng Araw ng Paggawa, kinikilala natin ang napakahalagang ambag ng ating mga manggagawa, kabilang ang ating mga agricultural workers. Deserve nila ang mas maraming benepisyo, mas mabilis na serbisyo, at mas malaking kita. Kaya let us demand better.”  “Para sa ating mga magsasaka, dagdagan ang suporta sa paghahatid ng on time na ayuda, access sa mas murang farm inputs, post-harvest facilities, epektibong irigasyon tulad ng solar power irrigation at water impounding system, pati na ang pagbebenta ng produkto sa merkado nang hindi na kailangan pang dumaan sa mapagsamantalang mga middleman at traders. Kapag nagawa ito, siguradong mas mapapababa pa natin ang presyo ng bigas at iba pang agri products.”  “Sa masaganang pagsasaka, mas matutugunan nila ang kanilang mga pangangailangan at ang pagkakaloob ng sapat at abot-kayang pagkain hindi lang para sa pamilya, hindi lang para sa consumers, kundi pati na rin sa buong bansa, Winner Tayo Lahat,” he added. March 6, 2024 Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “Malaking kasalanan ang paglustay sa supply ng bigas, lalo pa napakamahal ng presyo ng pagkain at mga pangunahing bilihin ngayon,” Lee said. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. Kailangang linawin ang mga polisiya,  tuldukan ang mga kalakaran na ugat ng katiwalian, at panagutin ang mga corrupt na dumadagdag lang sa pasanin ng taumbayan.” “Sa panahon na hirap ang ating mga magsasaka sa ani dahil sa epekto ng El Niño, kailangan natin ng mamumuno sa NFA na walang bahid ng korapsyon. Kung maayos lang sana ang pamahahala ng buffer stock ng bigas, mababawasan ang pag-angkat natin nito,” the solon said. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. “Upang maayos ang supply ng mga pangunahing pagkain, kailangan natin ng maaasahan na magsusulong ng interes ng publiko at hindi pansariling interes. Kailangan natin ng mga lider na tapat na maglilingkod at magtatrabaho para maging Winner Tayo Lahat,” Lee stressed. “Ang dapat na tutok natin ay kung paano mababawasan ang pangamba ng ating mga kababayan pagdating sa kanilang kabuhayan, kita, pagkain, at lalong-lalo na sa kalusugan, hindi yung ang mga nasa gobyerno pa ang dahilan ng pagbigat ng kalbaryo ng mga Pilipino,” he added. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. “Malinaw po na nakasaad sa Republic Act No. 8550 o Fisheries Code na kailangang mayroong listahan ang DENR ng mga hindi na ginagamit o napabayaan nang mga palaisdaan. The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. “Kailangan nating pangalagaan ang ating yamang tubig upang mapakinabangan din ito ng mga susunod pang henerasyon para Winner Tayo Lahat, maging ang ating mga apo sa tuhod at apo sa talampakan. February 21, 2024 Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers! AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture to provide additional support for local farmers, such as onion producers, to increase their income and lower the price of goods, so that consumers won’t prefer cheaper illegally-sourced products online. Lee was reacting to the proliferation of smuggled onions being sold online, some for as low as ₱25 per kilogram, which have caused farmgate prices of the crop to plunge. “Hindi po natin masisisi ang ating mga kababayan kung tangkilikin nila ang mga di hamak mas murang produkto na nabibili online, kasama na itong sibuyas. Sa mahal ng mga bilihin, doon sila sa mas makakamura, at madalas ay isinasantabi na lang yung pwedeng health hazard nito,” the solon said.  “Sa kabilang banda, kawawa po ang ating mga magsasaka kapag hinayaan lang natin na kumalat o dumami ang mga nagbebenta ng smuggled na sibuyas online dahil ang ending nito, masasayang o mabubulok na naman ang mga lokal na ani,” he added. The Samahang Industriya ng Agrikultura (Sinag) earlier noted that onion farmers are already incurring losses with the current ₱28 per kilo farmgate price as the production costs now stand at ₱30 per kilo. According to Lee, “dapat dagdagan ang suporta sa ating mga lokal na magsasaka, kabilang na ang on time na pagdating ng ayuda, access sa mas murang farm inputs tulad ng fertilizers at pesticides, pati na ang dagdag na post-harvest facilities gaya ng cold storages.”  “Kapag tinulungan natin sila sa mas murang production costs, at mas mabilis na access sa merkado at consumers, tataas ang kita ng ating mga local farmers, na mag-e-engganyo rin sa kanilang taasan ang produksyon, na magpapababa naman sa presyo.” “’Pag nangyari ito, hindi na kailangan umasa sa ilegal at mas murang produkto na nabibili online. Panalo ang magsasaka, panalo ang consumers, Winner Tayo Lahat,” Lee stressed.  The Bicolano lawmaker also called on the Bureau of Customs (BoC) to impose tighter measures to halt the entry of smuggled onions and other agricultural products into the country. He also urged the Department of Trade and Industry (DTI) to implement more stringent measures to curb the sale of illegally-sourced agricultural products online. “In coordination with the Bureau of Plant Industry (BPI), kailangan suriin ang health hazard ng mga ibinebentang sibuyas online, sa pagsasagawa ng phytosanitary tests, at magbigay ng kaukulang babala sa publiko lalo na kung hindi ito ligtas kainin,” Lee pointed out. “Dapat lang na paigtingin ng gobyerno ang pagprotekta sa kabuhayan at kalusugan ng ating mga kababayan. Prayoridad dapat natin kung paano mapapagaan ang pasanin ng local producers at consumers. February 7, 2024 Construction Of More Post-Harvest Facilities Needed To Complement Increase In Agri Loans – Lee The government should ramp up the construction of post-harvest facilities this year to complement the increased borrowing of farmers for strategic financing for agriculture and fisheries production, AGRI Party-list Rep. Wilbert “Wise” T. Lee said on Wednesday. Lee issued the call after the Land Bank of the Philippines (Landbank) reported loans to agriculture and rural development stood at P755.1 billion at the end of 2023, equivalent to a 23% growth compared to the third quarter of last year. “Natutuwa tayo na nakapagpautang ang Landbank ng P255.2 billion para sa agriculture, fisheries, at rural development infrastructure projects tulad ng public markets, highways, and transport systems; P118.1 billion para sa processing ng fisheries, agri-based products at farm inputs; at P70 billion para sa modernisasyon ng pagsasaka at business processes. Malaking tulong ito para mapatatag ang ating supply chain at mapababa ang presyo ng mga produktong agrikultura,” Lee said. “Pero kasabay nito, kailangan ding tapatan ng ating pamahalaan ang mga inutang ng ating mga magsasaka at mangingisda ng dagdag na infrastructure projects na popondohan ng kaban ng bayan, lalong lalo na sa post-harvest facilities katulad ng cold storage,” he stressed. The Bicolano lawmaker pointed out that extremely high post-harvest losses have perennially shrunk the volume of agricultural products reaching the market, driving prices upwards. “Matagal na po nating sinasabi na kailangang tutukan ang mga pasilidad na dinadaanan ng mga produkto bago makarating sa merkado. As agricultural loans increase, the government must also allocate more funding to improve and facilitate farm-to-market linkages and provide additional support to post-harvest facilities,” he said. Lee previously said the lack of post-harvest facilities may have contributed to low local production and high prices of agricultural products, such as onions and other vegetables. “Sa kakulangan ng post-harvest facilities, marami ang nasasayang, nalalamog o nabubulok na mga produkto, at malaki rin ang ginagastos sa pahirapang paghahatid ng ani sa merkado,” the legislator said. Lee renewed his call for the passage of House Bill No. 3958, which mandates the government to fund the construction of post-harvest facilities like warehouses, rice mills, and transport facilities. The solon also urged and secured the commitment of the Department of Agriculture to simplify and streamline the tedious and cumbersome requirements needed by farmers, fisherfolk and cooperatives in order to receive much-needed assistance to boost their production, stressing that “hindi dapat kilo-kilometro ang requirements ng gobyerno bago tulungan ang mga nangangailangan nating kababayan.” “Panahon na para gawing prayoridad ang pagpapagawa ng post-harvest facilities. Hindi sapat na ang suporta sa mga agri workers ay hanggang pre-harvest o pagtatanim lamang, dapat silang tulungan hanggang sa anihan at pagbebenta ng produkto,” he said. “Sa dagdag na suporta para sa post-harvest facilities, may dagdag na kita ang mga magsasaka at mangingisda, may dagdag pantustos sa pangangailangan ng pamilya, at bawas pangamba naman lalo sa panahon ng pagkakasakit. January 31, 2024 Lee Calls For Stricter Enforcement Of Anti-Overfishing Laws To Replenish Philippine Fish Stocks The government should tighten the implementation of laws to safeguard against overfishing to increase the country’s fish stock, AGRI Party-list Rep. Wilbert “Wise” T. Lee said Wednesday. “While President Marcos said last year that he was not imposing a fishing ban, the government should fully implement existing fishery laws and regulations that would deter illegal fishing activities and the encroachment of commercial fishing vessels into municipal waters,” Lee said. The Bicolano lawmaker issued the statement following the release of a report from the Philippine Statistics Authority, which showed a 5.2 percent decrease on the fisheries production in the country for the fourth quarter of 2023 compared to the year before. “Sa isang banda, natutuwa tayo na kahit papaano tumaas pa rin ang year-on-year agriculture output natin sa Q4 pero sa kabilang banda ay nakababahala rin na bumaba ang produksyon natin sa pangingisda,” he said. “Kailangang paigtingin natin ang pagbabantay sa overfishing at ilegal na pangingisda dahil ito ang pangunahing dahilan ng pagbaba ng ating fish stocks. Malaki ang maiaambag ng pagsigla ng supply natin ng isda sa isinusulong natin na food security kung saan Winner Tayo Lahat,” he stressed. Lee said the decline in fisheries production “is certainly very concerning considering that we are an archipelagic country with one of the longest coastlines in the world.” “We are declared as the world’s center of marine biodiversity and yet our fisheries output has been consistently declining. Sabi nga ng mga kabataan, make it make sense,” he said. “Naniniwala tayo na ang administrasyong ito ay may sapat na political will para ipatupad ang ating mga batas na pumoprotekta sa kabuhayan ng ating maliliit na mangingisda at mabawasan ang kanilang pangamba na walang maipantustos sa pangangailangan ng pamilya, lalo na sa panahon ng pagkakasakit.” “Kabilang dito ang implementasyon ng Fisheries Code, partikular ang paglalagay ng vessel monitoring system (VMS) at electronic reporting system (ERS) sa mga commercial fishing vessels na naglalayag gamit ang bandila natin,” he added. “Mismong ang Bureau of Fisheries and Aquatic Resources na po ang nagsabi na mandatory ang installation ng mga VMS at ERS sa lahat ng commercial fishing vessels,” he further stressed. The latest report from the PSA showed that the 0.7 percent year-on-year increase in agriculture output in the fourth quarter of 2023 was driven mainly by improved crops, poultry, and livestock production.  Poultry production grew by 7.8 percent accounting for 13.7 percent of the total agriculture output, while livestock posted a 2.7 percent growth.
