June 10, 2024 Supporting Farmers Is Best Defense Against Inflation – Lee Amid the approved rice tariff cut and high inflation, AGRI Party-list Rep. Wilbert Manoy “Wise” T. Lee said that supporting local farmers will effectively address inflation. Speaking at the Kapihan sa QC forum on Sunday, Lee said that while the tariff cut is a way to lower the price of rice to curb inflation and ease the burden of consumers, it must be complemented with stronger support to local farmers which he consider the long term solution to the perennial problem of high food prices. “Sa bawat polisiya ng gobyerno, dapat laging ikonsidera yung ating local food producers, ang ating mga magsasaka. Sila ang aaray dito dahil isang epekto ng pagbaba ng taripa ay pagdagsa ng imported products,” the Bicolano lawmaker said. “Hindi makakasabay o makaka-compete sa pagbaha ng imported products ang ating mga lokal na magsasaka; lalo silang malulugi o di kaya’y malulubog sa utang. Papatayin nito ang kabuhayan ng ating mga magsasaka,” he added. The solon underscored that importation is only a short-term solution, saying, “hindi tayo pwedeng nakaasa lang sa importation. Sa dami ng nangyayari sa ibang mga bansa, tulad ng gyera, sakuna, El Niño, climate change, posibleng tumigil ang ibang bansa sa pag-export. Hindi natin kontrolado ang export policy nila.” The National Economic and Development Authority (NEDA) board approved on June 3 the new Comprehensive Tariff Program for 2024-2028, which includes reduction of rice tariff for in- and out-quota rates from 35% to 15%. Philippine Statistics Authority (PSA), meanwhile, released the May 2024 inflation rate which is at 3.9% from 3.8% the previous month, where food inflation remains as the largest contributor. “Pumalo sa 3.9% ang inflation rate noong Mayo at presyo pa rin ng pagkain ang numero unong humahatak dito pataas. Naniniwala tayo na mas epektibo nating mapapababa ito, hindi sa importasyon, kundi sa dagdag na suporta sa ating mga magsasaka!” Lee said. The lawmaker from Bicol has been pushing for the Cheaper Rice Act, which mandates the Department of Agriculture (DA) and other concerned government agencies to buy local palay with additional P5-P10 than the prevailing farmgate prices. This will ensure increase in income of local farmers while consumers will eventually enjoy lower rice prices in the market. The solon likewise advocates for additional post-harvest facilities and market linkages for farmers through his House Bill (HB) No. 3958 or the “Post-Harvest Facilities Support Act” and HB 3957 or the “Kadiwa Agri-Food Terminal Act.” Lee, who just came recently from a 2-day visit in multiple towns and cities in Bulacan including San Jose del Monte, Sta. Maria, Bocaue, Pandi, Meycauayan, Guiguinto, Malolos, Plaridel and Calumpit, shared that one of the main concerns of farmers are the lack of post-harvest facilities. “Para madagdagan ang kita ng ating mga magsasaka at masiguro ang mas mataas na produksyon, dapat sapat at tuloy-tuloy ang suporta ng gobyerno mula sa pagtatanim, anihan, hanggang sa paghahatid at pagbebenta ng produkto sa merkado,” the solon from Bicol said. “Kawalan ng hustisya kung ang mga magsasakang nagbibigay sa atin ng makakain ay sila pang walang maihain na pagkain sa kanilang pamilya. Sa pagtaas ng kanilang produksyon, dadami ang supply, at bababa ang presyo sa merkado. Makakatipid dito ang bawat pamilya kung saan mas may magagamit na sila sa iba pang pangangailangan, tulad sa pagpapagamot kapag nagkasakit. Paulit-ulit na lang.” This was how AGRI Party-list Rep. Wilbert “Wise” T. Lee lamented the recent news of Isabela farmers dumping thousands of kilos of unsold mangoes due to the very low price being offered by middlemen and wholesalers. “Nakalulungkot at talagang nakapanghihinayang ang ganitong balita na pinipili na lang itapon ng ating mga magsasaka ang kanilang ani dahil wala silang mapagbentahan, at kung meron man, lugi pa sila sa gagastusin,” the solon said. “Pera, pagod at oras ang ipinuhunan dito ng ating mga magsasaka, tapos ang ending, wala silang kikitain ni singko? Walang naiiwan sa kanila, kung meron man, utang,” he added. According to the Bicolano lawmaker, this has become the grim reality of Filipino farmers and it is an injustice to sit idly while these problems persist. “Paulit-ulit na ang ganitong scenario, may viral video, ma-me-media, tapos magsasabi ng solusyon ang gobyerno. Pero pagkatapos ng ilang buwan, meron na namang mangyayari na kaparehong insidente. Sino ang lalong nakakawawa dito? Hindi pwedeng pang-press release lang ang tulong sa ating mga magsasaka!”, Lee stressed. “Sariwa pa sa alaala natin yung pinagtatadtad na repolyo sa Benguet para maging pataba at isang truck ng kamatis sa Nueva Vizcaya na itinapon na lang sa gilid ng kalsada dahil sa napakababang bentahan sa merkado. Nandyan din yung P100 kada 5 kilo ng luya sa Nueva Vizcaya, at yung oversupply ng bawang sa Batanes at marami pang produkto na kung hindi man nasasayang at pinamimigay ay ibinebenta na lang nang palugi,” he added. The solon from Bicol then reiterated his call to strategize and strengthen the country’s agri value chain to avoid wastage or losses along the process. He also underscored the importance of providing market linkages to facilitate the selling of agri products and ensure the income of farmers. “When we reviewed the 2024 DA budget, P55.97 billion was allotted for pre-harvest activities, while the allocated budget for post-harvest activities is just P16.40 billion,” Lee pointed out. “Matagal na natin itong ipinapanawagan. Kung mananatiling ganito ang strategy ng gobyerno, talagang uulit lang ang mga problema. We are not saying that we need to cut the budget for pre-harvest activities dahil mahalaga rin ito para mapataas ang produksyon. Kailangan ng sapat at tuloy-tuloy na suporta mula sa pagtatanim, anihan, hanggang sa paghahatid at pagbebenta ng produkto sa merkado,” he added. Lee renewed his call for the urgent passage of his proposed House Bill No. 3958 or the “Post-Harvest Facilities Support Act”, which mandates the government to fund the construction of warehouses, cold storages, rice mills, transport facilities, dryers, and threshers, among others. He also pushed for the passage of HB No. 3957 or the “Kadiwa Agri-Food Terminal Act” to scale up and institutionalize Kadiwa stores in every city and municipality which serve as a venue for farmers and fisherfolk to sell produce directly to consumers at cheaper prices, liberating them from the control of unscrupulous traders and middlemen. “Imbes na pagkalugi ang madalas nangyayari kapag may oversupply, baguhin natin ang ending nito kung saan Winner Tayo Lahat. May 14, 2024 Lee Welcomes NFA’s Higher Palay Buying Price, Bats For Cheaper Rice Act AGRI Party-list Rep. Wilbert “Wise” T. Lee lauded the recent approval of the National Food Authority (NFA) Council to buy local palay for a higher price to beef up the country’s rice buffer stock. According to the NFA Council, the approved increase in the procurement price of rice will give them flexibility to compete with private traders and help rice farmers boost their income. The NFA buying price now for dry and clean local palay is P23 to P30 per kilo from the previous P19 to P23 per kilo, while wet and fresh palay will be purchased at P17 to P23 a kilo from P16 to P19 per kilo. “The administration’s measure to boost the country’s rice buffer stock by buying local palay at a higher price is what the farmers—our food security soldiers—need now more than ever as they struggle with the effects of El Niño and low income. Spending more to boost their productivity is the right way to go,” Lee said. Agriculture Secretary Francisco Tiu Laurel Jr. underscored the importance of increasing the buying price for palay, saying “we need to ensure that our farmers make money to encourage them to continue planting and even expand the area planted to rice.” The Bicolano lawmaker then reiterated his call for the urgent passage of his proposed House Bill No. 9020 or the “Cheaper Rice Act” which will institutionalize the “price subsidy” program for the government to buy palay from local farmers at a higher price to ensure their profit and entice them to boost their production. “Sa panukala nating Cheaper Rice Act, isasabatas na natin ang dagdag o patong na P5 to P10 sa prevailing farmgate price per kilo ng palay na bibilhin ng gobyerno sa mga lokal na magsasaka para siguradong kikita sila. Kapag may kita, magpupursige silang taasan ang kanilang produksyon. Kapag dumami ang supply ng bigas, bababa rin ang presyo sa merkado, na aambag din sa pagkamit ng food security sa bansa,” explained Lee. “Kung gusto nating maabot ang P20/kilo ng bigas, dapat gawing priority measure ang panukala nating ito nang maisabatas na sa lalong madaling panahon,” the solon earlier said. Lee added that this legislation will also address the concerns that farmers are forced to sell their land because they are not earning. “Kung may kita, wala po sigurong magsasaka na makakaisip na ibenta ang kanilang lupang sinasaka. Mahihikayat din ang kanilang mga anak at ang kabataan na pasukin ang pagsasaka,” he stressed. “Through this measure, the country will have sufficient supply of rice and we will not rely solely on imports,” Lee further stressed referring to the United States Department of Agriculture’s (USDA) projected rice importation by the Philippines at 3.9 million metric tons (MT) this year, following “strong recent purchases from Vietnam.” “Sa Cheaper Rice Act, hindi na agrabyado ang ating mga magsasaka sa pagbebenta ng palay sa presyong binabarat sila. Lee lauded the approval of the proposed amendments to Republic Act No. 11203 or the Rice Tariffication Law (RTL) by the House Committee on Agriculture and Food, but also reiterated the need to purge corrupt officials in the National Food Authority (NFA) to lower the price of rice. According to the Bicolano lawmaker, restoring the NFA power to sell cheaper rice in the market would significantly drive down the retail prices of the staple food to as low as P37 per kilo. “Pero para mangyari ito, dapat may tapat at maaasahan tayong liderato ng NFA na babaston sa ahensya, para hindi na ito pamugaran ng anomalya. As to the increasing the budget allocation for farm machinery and equipment to be sourced from the Rice Competitiveness Enhancement Fund (RCEF), Lee reiterated that this would greatly help more farmers and fisherfolk if the Department of Agriculture (DA) and Philippine Center for Postharvest Development and Mechanization (PhilMech) continue to commit in simplifying and streamlining its requirements to avail of these machineries that he persistently pushed for. “Gaano man po kaganda ang isang batas, kung pupugak-pugak naman ang implementasyon at pahirapang matanggap ang serbisyong dapat ihatid nito, eh wala rin itong silbi. May 5, 2024 Lee Raises Alarm Over Inconsistent El Niño Damage Data From DA, NDRRMC AGRI Party-list Rep. Wilbert “Wise” T. Lee has underscored the importance of consistent and accurate government figures being reported on agricultural damage due to El Niño, particularly data from the Department of Agriculture (DA) and the National Disaster Risk Reduction and Management Council (NDRRMC). “Nakakalito ang mga lumalabas na datos mula sa DA at NDRRMC. Bukod sa hindi nagtutugma, napakalaki ng diperensya ng inilalabas nilang mga numero” Lee said. “Ayon sa DA, umabot na sa halos P6 billion ang pinsala sa agrikultura sa bansa dulot ng El Niño noong April 30. Sa inilabas naman na situation report ng NDRRMC noong April 29, nasa mahigit P1.6 billion ang tinatayang pinsala sa agrikultura. Dapat linawin kung bakit magkaiba at alin ang dapat sundin dito,” he added. According to the DA, the blistering temperatures brought about by the El Niño have caused P5.9 billion in damage to the agricultural sector, affecting 113,585 farmers and fisherfolk in 12 regions in the country and devastating a total of 104,402 hectares of agricultural areas. The latest report from the NDRRMC, meanwhile, shows 46,805 farmers and fisherfolk affected by the extreme heat, with 44,437 hectares of crops impacted for a total of more than P1.6 billion in agricultural damage. “The appropriate mitigation and response to El Niño is dependent on accurate data, especially since this is the basis for the assistance being given by the government to those affected by the phenomenon. April 11, 2024 Lee To DA: Ready QRF For Drought-Hit Areas The Department of Agriculture (DA) should anticipate more areas in the country to be declared under a state of calamity due to drought and ready its Quick Response Fund (QRF) under this year’s calamity funds so that it can be immediately tapped and released to aid drought-hit farmers, AGRI Party-list Rep. Wilbert “Wise” T. Lee said. This, as the local government of San Enrique town in Negros Occidental declared the municipality under a state of calamity following weeks of rising temperatures, dry weather conditions, and lack of rainfall. The town’s mayor says 90 percent of the town’s rice fields have already dried up and farmers couldn’t start replanting due to the unfavorable weather conditions. San Enrique is home to some 26,000 people and is one of the top rice-producing towns in Negros Occidental. A large chunk of the town’s 2,884.75-hectare land area are rice farms. About 20 local government units (LGUs) have declared a state of calamity due to the impact of El Niño. “Kailangang i-expect natin na sa darating na mga linggo ay madadagdagan pa ang mga lugar na magdedeklara ng state of calamity dahil sa matinding init at tagtuyot. Kaya dapat siguraduhin ng DA na ready for release at download sa kanilang regional offices ang QRF kapag nagdeklara na ng state of calamity ang mga LGU para naman mabigyan ng agarang ayuda ang mga apektadong magsasaka sa mga lugar na ‘yon,” Lee said. The Bicolano lawmaker also asked the DA and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) to coordinate for possible cloud-seeding operations over major farm areas in the country to cushion the detrimental effects of the El Niño. Lee on Wednesday called for a swift and impartial resolution of the ongoing investigation on the alleged anomalous sale of the government’s rice buffer stocks by the National Food Authority (NFA). The Bicolano lawmaker made the statement after the Ombudsman also suspended Piolito Santos, who was appointed acting NFA administrator last week, and Jonathan Yazon, acting department manager for operation and coordination of the NFA. “Welcome development itong inilabas ng Ombudsman na suspension order sa dalawa pang opisyal ng NFA. Dapat maging mabilis at patas itong imbestigasyon at malaman ang katotohanan sa anomalyang ito sa ahensya,” Lee said. “Gusto natin na agarang mapanagot ang dapat managot, at siguruhing makabalik agad sa trabaho ang mga kawaning nadamay lang at walang kasalanan, lalo pa’t siguradong napakalaki na ng psychological impact ng kontrobersiyang ito sa kanilang mga pamilya,” he added. Lee earlier urged President Ferdinand “Bongbong” Marcos, Jr. to purge NFA of corrupt officials in order to restore the public’s trust in the agency. He further reiterated that the agency’s operations must not be hindered, especially in easing the burden of local farmers, who continue to suffer from the detrimental effects of El Niño. “Sa harap ng imbestigasyong ito, kailangang siguruhin na hindi mapaparalisa ang operasyon ng NFA dahil kapag nangyari ito, kawawa lalo ang ating mga lokal na magsasaka,” the solon pointed out. According to Lee, “Dapat matanggal sa NFA ang mga tiwali o may bahid ng korapsyon, lalo na sa hanay ng mga opisyal nito. Lee lauded the high utilization rate of the Rice Competitiveness Enhancement Fund’s (RCEF) Mechanization Program. “Nakakatuwa na sa wakas ay nama-maximize na ang paggamit sa pondong para naman talaga sa ating mga magsasaka,” Lee said. The Bicolano lawmaker was reacting to the Philippine Center for Postharvest Development and Mechanization’s (PhilMech) report of a 91.6 percent delivery rate for the machines procured under the RCEF. “Ang pera ng taumbayan, dapat gamitin para sa kapakinabangan ng taumbayan. Kaya nagpapasalamat tayo sa pakikipagtulungan ng PhilMech, sa pamumuno ni Dir. Dionisio Alvindia, para pagaanin ang pasanin ng ating mga magsasaka at mangingisda na itinuturing nating food security soldiers,” Lee said. “Sa pag-iikot natin, itong farm equipment and mechanization ang talagang pinakahinihintay nila para mapataas ang kanilang produksyon at kita, na magagamit nila pantustos sa iba pa nilang mga bayarin, lalo na sa panahon ng emergency o pagkakasakit,” he added. Data from the Department of Budget and Management (DBM) revealed that the RCEF’s utilization in 2019 was a mere 36.54 percent. It improved to 86.45 percent in 2020, but slipped to 80 percent in 2021 and further declined to 76.16 percent in 2022. The PhilMech attributed the RCEF’s low utilization levels to delays in the initial disbursements. The agency said it has already obligated ₱24.9 billion for the procurement of agricultural equipment and has distributed 28,817 pieces of farm equipment including 14,713 land preparation machines; 4,284 crop establishment technologies; 8,210 harvesting and threshing equipment; 768 drying technologies, and 842 milling equipment. “Matagal na nating sinasabi na ang susi sa food security ng bansa at para maging Winner Tayo Lahat ay ang pagkakaroon ng mga karagdagang post-harvest facilities tulad ng cold storages, dryers, at transport facilities,” Lee stressed. “Bukod sa dagdagan, panawagan din natin sa PhilMech na pabilisin pa ang pamimigay ng post-harvest equipment. Dapat simplehan at iklian lang ang mga requirements na hinihingi ng gobyerno mula sa mga magsasaka at kooperatiba.” “Naghain din tayo ng House Resolution No. 1636 para tukuyin at suriin ang mga naging hamon at problema sa RCEF, at nang mas mapabuti pa ang implementasyon nito sa isusulong natin na pagpapalawig ng programa,” the solon added. The RCEF is a six-year allocation of ₱10 billion anually starting 2019, granted under Republic Act No. 11203 or the “Rice Tariffication Law.” It is meant to improve rice farmers’ competitiveness amid the liberalized rice trade policy. March 6, 2024 Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “Malaking kasalanan ang paglustay sa supply ng bigas, lalo pa napakamahal ng presyo ng pagkain at mga pangunahing bilihin ngayon,” Lee said. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. Kailangang linawin ang mga polisiya, tuldukan ang mga kalakaran na ugat ng katiwalian, at panagutin ang mga corrupt na dumadagdag lang sa pasanin ng taumbayan.” “Sa panahon na hirap ang ating mga magsasaka sa ani dahil sa epekto ng El Niño, kailangan natin ng mamumuno sa NFA na walang bahid ng korapsyon. Kung maayos lang sana ang pamahahala ng buffer stock ng bigas, mababawasan ang pag-angkat natin nito,” the solon said. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. “Upang maayos ang supply ng mga pangunahing pagkain, kailangan natin ng maaasahan na magsusulong ng interes ng publiko at hindi pansariling interes. Kailangan natin ng mga lider na tapat na maglilingkod at magtatrabaho para maging Winner Tayo Lahat,” Lee stressed. “Ang dapat na tutok natin ay kung paano mababawasan ang pangamba ng ating mga kababayan pagdating sa kanilang kabuhayan, kita, pagkain, at lalong-lalo na sa kalusugan, hindi yung ang mga nasa gobyerno pa ang dahilan ng pagbigat ng kalbaryo ng mga Pilipino,” he added. February 28, 2024 Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. “Malinaw po na nakasaad sa Republic Act No. 8550 o Fisheries Code na kailangang mayroong listahan ang DENR ng mga hindi na ginagamit o napabayaan nang mga palaisdaan. Responsibilidad din ng DENR na ibalik ang mga ito sa pagiging mangrove forests,” he added as he called for the full implementation of the law. Lee undercored the need to tighten the implementation of laws and policies, stressing that “We already have the law in place, kailangan lang ang maayos at seryosong pagpapatupad nito.” “Dapat maipatupad ang mga batas sa pangangalaga sa kalikasan bilang proteksyon din ng ating mamamayan mula sa sakuna, at para mabigyan sila ng tiyak na kabuhayan, dagdag na kita, sapat at masustansyang pagkain, at mabawasan ang pangamba na wala silang panggastos ‘pag sila ay nagkasakit,” the solon said. The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. “Kailangan nating pangalagaan ang ating yamang tubig upang mapakinabangan din ito ng mga susunod pang henerasyon para Winner Tayo Lahat, maging ang ating mga apo sa tuhod at apo sa talampakan.
