AGRI Party-list Urges Senate to Prioritize Crop Insurance Expansion

November 27, 2024 AGRI Party-list Urges Senate to Prioritize Crop Insurance Expansion The AGRI Party-list is urging the Senate to fast-track the passage of House Bill No. 7387 or the “Essential Crop Insurance Act,” a measure aimed at expanding crop insurance to better protect farmers from financial losses caused by natural calamities. The bill, which passed the House on its third reading in March 2023, has yet to be acted upon in the Senate. Under the proposed measure, the Philippine Crop Insurance Corporation (PCIC) will offer coverage for a broader range of agricultural commodities, including livestock, aquaculture, and agroforestry assets. “Farmers, as our ‘food security soldiers,’ deserve government support to ease their burdens,” AGRI Party-list emphasized. AGRI also called for more proactive measures, such as mobile offices in typhoon-hit areas, to make crop insurance enrollment accessible, saying “Government services should be brought to farmers instead of waiting for them to seek help.” The party-list underscored the measure’s importance in achieving food security by stabilizing farmers’ incomes and incentivizing higher production, ultimately reducing food prices and benefiting all Filipinos. #FarmersFirst #CropInsuranceNow #WiseAdvocacy Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Cong.

Wilbert Manoy “Wise” T. Lee continues to be a vocal supporter of agricultural investment as a solution to rising inflation. In the upcoming 2025 budget deliberations, Lee is committed to amending the National Expenditure Program (NEP) to secure additional funds for the agriculture sector, which has been reduced to P211 billion in the current proposal. He argued that supporting agriculture is the “best defense” against inflation by stabilizing local food prices and reducing dependency on imports. Lee’s vision includes meaningful spending to ensure government assistance for agriculture spanning the entire value chain—from planting to harvesting to distribution. His advocacy for the digitization of the Registry System for Basic Sectors in Agriculture (RSBSA) further underscores his commitment to streamlining assistance to farmers, ensuring they receive timely support. Through his initiatives like the Post-Harvest Facilities Support Act and the Kadiwa Agri-Food Terminal Act, Lee is actively working to secure resources that will directly benefit the agriculture sector. His dedication to the cause reflects his belief in empowering the nation’s “food security soldiers” to help alleviate the economic burden on Filipino families and secure the country’s food future. #SupportOurFarmers #InflationSolutionsPH #WilbertLeeForAGRI Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Cong. Wilbert Lee Champions Bigger Budget for Agriculture in 2025

October 31, 2024 Cong. Wilbert Lee Champions Bigger Budget for Agriculture in 2025 Determined to strengthen the country’s agriculture sector, Cong. Wilbert Manoy “Wise” T. Lee pushes for a substantial budget increase.  Lee highlighted the pressing need for more funds to support food security, especially in light of climate challenges like El Niño and the anticipated La Niña phenomenon. He stressed the urgency, stating, “Ito ang dapat na prayoridad at dagdagan ng suporta ng gobyerno,” emphasizing that government investments should prioritize food sufficiency and sustainable agriculture practices. The proposed P211 billion agriculture budget, down from last year’s P221.7 billion, marks a significant reduction, which Lee views as a hindrance to achieving the nation’s food security goals. Notably, the Department of Agriculture (DA) had originally projected a P513 billion requirement to fund agricultural modernization and anti-smuggling efforts. Lee supports the DA’s initial target, believing it reflects the sector’s true needs, especially for modernization initiatives that increase productivity and curb food inflation. A staunch advocate for modernization, Lee has continuously urged PhilMech to maximize their funds for farm equipment and post-harvest facilities, which are crucial for supporting agricultural productivity. Through his legislative efforts, including House Bill No. 3958 for post-harvest facilities and House Bill No. 3957 for Kadiwa agri-food terminals, Lee aims to build stronger market linkages for farmers and fisherfolk, ultimately leading to affordable food prices and economic stability for millions of Filipinos. #AGRIForProgress #WilbertLeeAdvocacy #FoodSecurityPH Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. LEE URGES PHILHEALTH, PCA TO EXPEDITE IMPLEMENTATION OF COCONUT FARMERS’ HEALTH BENEFITS

October 21, 2024 LEE URGES PHILHEALTH, PCA TO EXPEDITE IMPLEMENTATION OF COCONUT FARMERS’ HEALTH BENEFITS Cong. Manoy Wilbert “Wise” Lee on Monday called on the Philippine Health Insurance Corporation (PhilHealth) and Philippine Coconut Authority (PCA) to fast-track the implementation of health benefits for coconut farmers which has been delayed for several years. The said benefits are mandated by Republic Act (RA) No. 11524 or the Coconut Farmers and Industry Trust Fund (CFITF) Act enacted in 2021 to ease the plight of coconut farmers through support on their health and livelihood. It can be recalled that on March 1, 2024, Lee had a meeting with the leadership of PhilHealth and PCA to discuss the importance of informing the coconut farmers and providing them the health benefits that they deserve saying: “Malaking tulong na alam ng ating mga magniniyog ang mga serbisyo ng PhilHealth para mabawasan ang kanilang pasanin at pangamba sa oras na sila ay magkasakit o magpa-ospital.” On April 4, 2024, the solon from Bicol filed House Resolution (HR) No. 1673 urging the Congress to thoroughly investigate the delayed implementation of the health and medical services for the coconut farmers and their families prescribed by the CFITF Act and Executive Order (EO) No. 172. Lee also filed HR No. 954 on May 9, 2023 upon discovering that only 34% of the total Coco Levy Fund was disbursed for fiscal year 2022 to provide grants and subsidies for the livelihood and welfare of coconut farmers. These measures are results of Lee’s constant collaboration with PhilHealth and PCA in crafting policies to ensure that Filipino coconut farmers will get what they deserve. Further, in May 26, 2024 episode of public service program “Si Manoy ang Ninong Ko,” where PCA Administrator Dexter Respicio Buted served as one of the resource persons, Lee stressed the need to prioritize the implementation of essential services for coconut farmers including livelihood assistance and health benefits, among others. A staunch health advocate, he successfully pushed for a 30% increase in PhilHealth benefits last February 14, after more than a decade of these not being adjusted or reviewed by the DOH and PhilHealth. These include increasing the PhilHealth benefit package for hemodialysis from P2,600 to P6,350 per session and from 90 sessions per year to 156 sessions annually, as well as the increase in breast cancer treatment coverage from P100,000 to P1.4M. He is likewise at the forefront of enhancing PhilHealth benefit packages by including costly diagnostic scans such as PET Scan, CT Scan and MRI, providing free optometric services, and increasing the state health insurer’s benefits by another 50%. Last House budget deliberations, through his persistent efforts, Lee was able to secure commitments from the Department of Health (DOH) and PhilHealth in implementing expanded health services for all Filipinos. Lee remarked Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Cleanse NFA Of Corrupt Officials, Lee Urges PBBM

March 6, 2024 Cleanse NFA Of Corrupt Officials, Lee Urges PBBM AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged President Ferdinand “Bongbong” Marcos, Jr. to purge corrupt officials and employees of the National Food Authority (NFA) in order to restore public trust in the agency. Lee issued the call after NFA Administrator Roderico Bioco and 138 other NFA officials and employees were suspended by the Office of the Ombudsman for their alleged involvement in the anomalous sale of the government’s rice buffer stocks. “In order to restore the trust of the public in the NFA, there needs to be a revamp and the first step to that is to remove all officials involved in anomalies,” he added. The Ombudsman found  “sufficient grounds” to suspend Bioco and the others saying there was “strong evidence showing their guilt.” Amid the alleged anomalous sale of rice reserves, the Bicolano lawmaker filed House Resolution No. 1625 to probe the current policies of the NFA and its implementation regarding the optimal utilization of their goods and proper disposal methods. According to Lee, “There is a need to identify any gaps or loopholes in the existing policies of NFA. For the past several years, the Philippines has been resorting to imports to augment the rice supply in the local market. During a recent bilateral meeting with Cambodian Prime Minister Hun Manet, President Marcos said the Philippines wants to engage Cambodia in trade in agriculture, specifically rice. The country is also considering Cambodia as a rice supplier amid the El Niño dry spell. Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion

February 28, 2024 Lee To DENR: Update List Of Abandoned, Undeveloped, Underutilized Fishponds For Mangrove Conversion AGRI Party-list Rep. Wilbert “Wise” T. Lee on Wednesday urged the Department of Environment and Natural Resources (DENR) to update its list of abandoned, undeveloped, and underutilized (AUU) ponds covered by Fishpond Lease Agreements (FLA) so that these may be converted back to mangrove forests. Citing the Amended Fisheries Code, Lee said it is the duty of the DENR, together with local government units, other concerned agencies, and Fisheries and Aquatic Resources Management Councils (FARMCs), to determine which AUU fishponds covered by FLAs can be reverted to their original mangrove state and to take all steps necessary to restore such areas in their original mangrove state after such determination has been made. “Mangrove forests are important especially in coastal communities as they provide not only a source of food but also protect coastlines and prevent erosion,” he said. Responsibilidad din ng DENR na ibalik ang mga ito sa pagiging mangrove forests,” he added as he called for the full implementation of the law. Lee undercored the need to tighten the implementation of laws and policies, stressing that “We already have the law in place, kailangan lang ang maayos at seryosong pagpapatupad nito.” The Bicolano lawmaker also called for adequate budgetary support to fast-track the conversion of the AUU fishponds back to their original mangrove state, as part of the effort to restore mangrove cover in the country. “According to scientists and leading maritime conservation groups, about 50 percent of our mangroves have been lost to fishpond conversion and other coastal projects, making us the second worst country in Southeast Asia in terms of mangrove losses. It is high time that we do something about this,” he said. Moreover, Lee, principal author of House Bill No. 9662, or the “Blue Economy Act,” called on the Senate to approve their version of the bill. The proposed legislation would provide a framework for the safe use and sustainable development of maritime resources in the country. “Blue economy” refers to a practical ocean-based economic model using green infrastructure and technologies, innovative financing mechanisms, and proactive institutional arrangements for meeting the twin goals of protecting our oceans and coasts and enhancing its potential contribution to sustainable development, including improving human well-being, and reducing environmental risks and ecological scarcities. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Edit your profile. Log out? Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers!

February 21, 2024 Provide More Support To Onion Farmers To Lower Prices: Para ‘Di Umusa Sa Online Sellers Ang Consumers! AGRI Party-list Rep. Wilbert “Wise” T. Lee urged the Department of Agriculture to provide additional support for local farmers, such as onion producers, to increase their income and lower the price of goods, so that consumers won’t prefer cheaper illegally-sourced products online. Lee was reacting to the proliferation of smuggled onions being sold online, some for as low as ₱25 per kilogram, which have caused farmgate prices of the crop to plunge. The Samahang Industriya ng Agrikultura (Sinag) earlier noted that onion farmers are already incurring losses with the current ₱28 per kilo farmgate price as the production costs now stand at ₱30 per kilo. The Bicolano lawmaker also called on the Bureau of Customs (BoC) to impose tighter measures to halt the entry of smuggled onions and other agricultural products into the country. He also urged the Department of Trade and Industry (DTI) to implement more stringent measures to curb the sale of illegally-sourced agricultural products online. Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy. Construction Of More Post-Harvest Facilities Needed To Complement Increase In Agri Loans – Lee

February 7, 2024 Construction Of More Post-Harvest Facilities Needed To Complement Increase In Agri Loans – Lee The government should ramp up the construction of post-harvest facilities this year to complement the increased borrowing of farmers for strategic financing for agriculture and fisheries production, AGRI Party-list Rep. Wilbert “Wise” T. Lee said on Wednesday. Lee issued the call after the Land Bank of the Philippines (Landbank) reported loans to agriculture and rural development stood at P755.1 billion at the end of 2023, equivalent to a 23% growth compared to the third quarter of last year. The Bicolano lawmaker pointed out that extremely high post-harvest losses have perennially shrunk the volume of agricultural products reaching the market, driving prices upwards. As agricultural loans increase, the government must also allocate more funding to improve and facilitate farm-to-market linkages and provide additional support to post-harvest facilities,” he said. Lee previously said the lack of post-harvest facilities may have contributed to low local production and high prices of agricultural products, such as onions and other vegetables. Lee renewed his call for the passage of House Bill No. 3958, which mandates the government to fund the construction of post-harvest facilities like warehouses, rice mills, and transport facilities. The solon also urged and secured the commitment of the Department of Agriculture to simplify and streamline the tedious and cumbersome requirements needed by farmers, fisherfolk and cooperatives in order to receive much-needed assistance to boost their production, stressing that “hindi dapat kilo-kilometro ang requirements ng gobyerno bago tulungan ang mga nangangailangan nating kababayan.” Leave a Reply Cancel reply Logged in as admin_wilbertleeagriadvocacy.
